André Henry, instituteur des Vosges, est un ancien élève de l'École normale de Mirecourt. Il a assumé toutes les responsabilités au sein du Syndicat national des instituteurs : secrétaire du canton de Chatel-sur-Moselle (1959-1963), secrétaire adjoint de la section départementale (1960-1963), puis secrétaire général (1963-1969), membre du bureau national du S.N.I. (1965-1974), secrétaire national permanent du S.N.I. (1969-1974). En décembre 1974, André Henry est élu secrétaire général de la F.E.N. Il quitte ce poste en 1981, pour devenir ministre du Temps libre dans le premier gouvernement du président François Mitterrand. Il est ensuite nommé délégué général à l'Économie sociale (1983-1984), puis président de la Caisse nationale de l'énergie (1984-1988). André Henry exerce les fonctions d'inspecteur général de l'administration de l'Éducation nationale depuis 1989. L'ouvrage d’André Henry est d'abord le témoignage d'un militant, qui retrace une grande page de l'histoire récente de la Fédération de l'Éducation nationale. Une histoire marquée par une remarquable montée en puissance dans la société française, de 1974 à 1981. Première organisation de la fonction publique, la F.E.N. élabore et présente un plan complet de réforme de l'enseignement, dont les objectifs principaux se retrouveront dans la loi d'orientation de 1989. Elle s'affirme dans le syndicalisme international et européen, participe aux campagnes en faveur des libertés et des droits de l'Homme dans le monde, et s'impose au niveau des confédérations syndicales françaises, dans toutes les luttes sociales de l'époque. Reconnue officiellement par le gouvernement, mais soucieuse de son indépendance, la F.E.N. rejette l'apolitisme. Elle s'engage dans des choix de société clairs, souvent aux côtés des partis politiques de la Gauche, mais sans jamais céder à l'incantation du Programme commun. Avec la Droite au pouvoir, la F.E.N. pratique une politique vigilante et ferme, fondée sur la recherche permanente du compromis acceptable, dans l'intérêt des syndiqués eux-mêmes. André Henry, et l'équipe militante de cette F.E.N. des années soixante-dix, impulsent ainsi un élan nouveau dans le syndicalisme. « Conquérir l'avenir », illustre une volonté et une ambition pour la F.E.N. et pour le syndicalisme. L'une et l'autre sont toujours d'actualité.
