Modern Law of Self-Determination examines the significance of the right to self-determination in the new world order. For decades, self-determination was seen as a right of colonial peoples. Now the decolonization process has come to an end, its scope and meaning need to be re-examined. Increasingly, the ethnic groups within established nation States claim some separate political status. In extreme cases of persecution of an ethnic group by a ruling majority, secession may provide the only viable remedy to resolve the conflict. However, international law cannot promote a general `Balkanization' of the globe. The legitimate interests of all ethnic groups should be accommodated within the framework of existing States. Self-determination, which today is predominantly understood as implying a right to independent statehood, may have to be re-interpreted as conferring no more than a right to autonomy or federal statehood. Such a conception is in line with a modern tendency that highlights the necessary internal dimension of self-determination. Modern Law of Self-Determination is based on papers delivered at a conference in Bonn in August 1992 which have been updated and reviewed by the authors in light of the discussions following their presentation.

The revival of group consciousness in Eastern European countries in the wake of the Cold War has put the protection of subnational groups high on the political agenda. The present book bears witness to the renewed interest in the legal position of subnational groups in international law. This book and the Conference, at which provisional versions of most of the contributions were presented, originate in perceived deficiencies of contemporary international law to protect subnational groups within a legal framework of which the principal subjects are states. Divided into three parts, the book commences with an analysis of the antagonistic relation between the right of peoples to self-determination and the right of states to territorial integrity, and the need to redefine these concepts in the post-Cold War era. The book continues with the highly controversial issue of the attribution of rights to subnational groups and the identification of subnational groups which would be entitled to such rights. The second part deals with the identification and protection of peoples and minorities at different levels of organization, viz. subnational, national and supranational. This part is followed by an analysis of the modes and means by which international obligations vis-à-vis subnational groups can be enforced. Not only the judicial means are considered, but also the justifiability of recourse to military means to the cause of subnational groups. This book not only provides an in-depth analysis of contemporary international law with respect to the protection of peoples and minorities, but also of the law as it is developing in the post-Cold War era.

Their friend Marcel Proust had killed himself after the fall in diamond shares, a collapse that annihilated a part of his fortune. This is the first-ever translation into English of this startling tour-de-force by one of the twentieth century’s greatest writers. The Lemoine Affair was inspired by the real-life French scandal involving Henri Lemoine, who claimed he could manufacture diamonds from coal and convinced numerous people—including officers of the De Beers diamond mine company and Proust himself—to invest in the scheme. In a series of pastiches—imitations written in the style of other writers—Proust tells the story of the embarrassment rippling across high society Paris in the wake of the scandal, poking fun at himself (in one story, a character declares that Marcel Proust is so embarrassed he’s suicidal) while lampooning some of France’s greatest writers, including Flaubert, Balzac, and Saint-Simon. Full of sophisticated wit and dazzling wordplay, and rife with allusions to his friend and fictional characters, many Proust scholars see the dead-on mimicry of The Lemoine Affair—written soon after Proust’s rejection of society life—as the work by which he honed his own unique, masterly voice. The Art of The Novella Series Too short to be a novel, too long to be a short story, the novella is generally unrecognized by academics and publishers. Nonetheless, it is a form beloved and practiced by literature's greatest writers. In the Art Of The Novella series, Melville House celebrates this renegade art form and its practitioners with titles that are, in many instances, presented in book form for the first time.
