Au cours des années 1960, les pays occidentaux s’engagèrent, avec des rythmes et des conceptions variés, dans un processus politique, médical et administratif visant à sortir les malades des hôpitaux psychiatriques. En opposition au modèle asilaire développé au xixe siècle, cette désinstitutionnalisation valorisait une prise en charge de la maladie mentale fondée sur les ressources communautaires et les services ambulatoires. Mais est-ce pour autant la fin de l’asile ? En retraçant l’histoire des modalités de sortie de l’asile dans le monde francophone du xixe siècle, cet ouvrage constate la nature mythique de la désinstitutionnalisation. Si on a bien fermé quelques asiles et libéré des malades mentaux pour les réintégrer dans la communauté, on était loin d’atteindre les ambitions des réformateurs de l’après-guerre. En Europe comme en Amérique du Nord, la déshospitalisation s’est en effet déployée tardivement par rapport aux proclamations théoriques et aux injonctions légales, à des rythmes différents selon les régions et de manière souvent conflictuelle. C’est sur les enjeux et les conséquences de ce phénomène historique majeur pour nos sociétés que revient cet ouvrage.

This volume emerged from an international colloquium held in April 1995 in Antwerp, Belgium, on the subject of `Europe and Refugees'. The present volume highlights the new challenges of the international protection of refugees fifty years after the adoption of the 1951 Geneva Convention relating to the Status of Refugees. Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

"From 1940 to 1945, forty thousand patients died in French psychiatric hospitals. The Vichy Regime's "soft extermination" let patients die of cold, starvation, or lack of care. Yet, in Saint-Alban-sur-Limagnole, a small village in central France, one psychiatric hospital attempted to resist. Hoarding food with the help of the population, the staff not only worked to keep patients alive but began to rethink the practical and theoretical bases of psychiatric care. The movement that began at Saint-Alban and came to be known as "institutional psychotherapy" would go on to have a profound influence on postwar French thought.Though the movement was varied, and the point was never to devise a dogma or a model that could be applied indiscriminately, institutional psychotherapy did attempt to offer an "ethics," or a practice of everyday life. Among its most important principles were the belief that theory and practice were inextricably linked, and that psychiatric practice was explicitly political. Camille Robcis traces the history of institutional psychotherapy from its inception to its various transformations between 1945 and 1975. Each chapter of the book is organized around a thinker who was either at Saint-Alban or who engaged with institutional psychotherapy: from François Tosquelles, Franz Fanon, Jean Oury and Félix Guattari, to Michel Foucault. They made up a fascinating constellation within which unexpected relationships between characters, contexts, and ideas--often seemingly fragmentary of tangential--emerged"--
