Le 1er octobre 1990, le retour armé des anciens réfugiés rwandais réunis au sein du Front patriotique rwandais (FPR) marque l'entrée en guerre du Rwanda. Une sale guerre, au cours de laquelle la France sera militairement présente, et qui trouve son épilogue en juillet 1994 à la faveur de la victoire du FPR. Entre-temps, la guerre d'usure menée par le FPR, les manipulations de l'ethnicité orchestrées par le régime Habyarimana, la stratégie du chaos poursuivie par les faucons des deux bords, et surtout le génocide perpétré par les extrémistes hutu, ont causé la mort de plus d'un million de personnes. Le propos de cet ouvrage est de décrire, d'analyser et d'expliquer le processus de prise de décision ayant conduit le président Mitterrand à engager l'armée française au Rwanda entre 1990 et 1994. L'étude menée ici récuse, avec rigueur scientifique, à la fois ceux qui encensent la politique de la France et ceux qui la condamnent sans discernement et évoquent une « complicité » de la République française dans le génocide. De toute évidence, entre les conclusions de la Mission d'information et celles des censeurs, exégètes et autres sycophantes de la politique africaine de la France, les divergences d'analyse sont d'envergure. Il importe donc de les décrypter pour en apprécier la pertinence. Quelles étaient les motivations réelles de la présence française au Rwanda ? Au-delà du constat d'échec de cette politique rwandaise, quels facteurs ont contribué in fine à ruiner les effets de la politique prônée par François Mitterrand ? Quel crédit enfin accorder aux accusations de « complicité de génocide » proférées à l'encontre des soldats de l'opération Turquoise ?
