Nállim chronicles the decline of liberalism in Argentina during the volatile period between two military coups—the 1930 overthrow of Hipólito Yrigoyen and the deposing of Juan Perón in 1955. While historians have primarily focused on liberalism in economic or political contexts, Nállim instead documents a wide range of locations where liberalism was claimed and ultimately marginalized in the pursuit of individual agendas. Nállim shows how concepts of liberalism were espoused by various groups who “invented traditions” to legitimatize their methods of political, religious, class, intellectual, or cultural hegemony. In these deeply fractured and corrupt processes, liberalism lost political favor and alienated the public. These events also set the table for Peronism and stifled the future of progressive liberalism in Argentina. Nállim describes the main political parties of the period and deconstructs their liberal discourses. He also examines major cultural institutions and shows how each attached liberalism to their cause. Nállim compares and contrasts the events in Argentina to those in other Latin American nations and reveals their links to international developments. Democracy has always been an especially volatile form of government, and efforts to create it in places like Iraq need to take into account the historical conditions for its success and sustainability. In this book, Joel Horowitz examines its first appearance in a country that appeared to satisfy all the criteria that political development theorists of the 1950s and 1960s identified as crucial. This experiment lasted in Argentina from 1916 to 1930, when it ended in a military coup that left a troubled political legacy for decades to come. What explains the initial success but ultimate failure of democracy during this period? Horowitz challenges previous interpretations that emphasize the role of clientelism and patronage. He argues that they fail to account fully for the Radical Party government’s ability to mobilize widespread popular support. Instead, by comparing the administrations of Hipólito Yrigoyen and Marcelo T. de Alvear, he shows how much depended on the image that Yrigoyen managed to create for himself: a secular savior who cared deeply about the less fortunate, and the embodiment of the nation. But the story is even more complex because, while failing to instill personalistic loyalty, Alvear did succeed in constructing strong ties with unions, which played a key role in undergirding the strength of both leaders’ regimes. Later successes and failures of Argentine democracy, from Juan Perón through the present, cannot be fully understood without knowing the story of the Radical Party in this earlier period.

This volume investigates a galaxy of diverse networks and intellectual actors who engaged in a broad political environment, from conservatism to the most radical right, between the World Wars. Until 1930, Argentina was one of the great hopes for stable democracy in Latin America. Argentines themselves believed in the destiny of their nation to become the leading Latin American country in wealth, power, and culture. But the revolution of 1930 unleashed the scourges of modern militarism and chronic instability in the land. Between 1930 and 1966, the Argentine armed forces, or factions of the armed forces, overthrew the government five times. For several decades, militarism was the central problem in Argentine political life. In this study, Marvin Goldwert interprets the rise, growth, and development of militarism in Argentina from 1930 to 1966. The tortuous course of Argentine militarism is explained through an integrating hypothesis. The army is viewed as a “power factor,” torn by a permanent dichotomy of values, which rendered it incapable of bringing modernization to Argentina. Caught between conflicting drives for social order and modernization, the army was an ambivalent force for change. First frustrated by incompetent politicians (1916–1943), the army was later driven by Colonel Juan D. Perón into an uneasy alliance with labor (1943–1955). Peronism initially represented the means by which army officers could have their cake—nationalistic modernization—and still eat it in peace, with the masses organized in captive unions tied to an authoritarian state. After 1955, when Perón was overthrown, a deeply divided army struggled to contain the remnants of its own dictatorial creation. In 1966, the army, dedicated to staunch anti-Peronism, again seized the state and revived the dream of reconciling social order and modernization through military rule. Although militarism has been a central problem in Argentine political life, it is also the fever that suggests deeper maladies in the body politic. Marvin Goldwert seeks to relate developments in the military to the larger political, social, and economic developments in Argentine history. The army and its factions are viewed as integral parts of the whole political spectrum during the period under study.

Before the Pinochet coup in 1973, Chile had a lengthy history of constitutionalism. Early in the republican era the aristocracy established order in the political system; a century later the emergent middle sectors infused politics with wider democratic practices and, relative to most of Latin America, a level of pluralism came to characterize group politics. Despite the distinctive advantages that embellished Chile’s political system, however, certain unfulfilled promises still marred the actual picture in the early 1960s. As the lower economic strata of society were continually passed over by most of the social reforms and economic advances that bettered the general outlook of the nation, their frustrations were brought out into the open and their votes were appealed to by reformist and radical political parties anxious to break the political hegemony of moderates and conservatives. Thus, the 1960s stood out as a high-water mark in the confrontation between, on the one side, those desirous of maintaining the status quo, or at most admitting to prescriptive change, and, on the other, progressive elements demanding deep structural alterations in the entire social fabric. This study seeks to analyze the sources of alienation, the styles and objectives of the participants in the confrontation, and the relative ability of groups to gain satisfaction of their claims upon the political system. Ben G. Burnett delineates this dialogue between order and change as it inexorably pushed toward a showdown in the presidential elections of 1964 and the congressional elections of 1965.
