In 1980 Froebel, Heinrichs and Kreye published the English-language The New International Division of Labour, trying to highlight the consequences of market reorganization after the crisis of the mid 1970s, which was soon to transform into so-called globalization. A third of a century later, the "fantastic adventure" of market integration seems to have been crystallized by the 2007-2008 crisis, opening a further period of great instability. But the geography of wealth production has transformed radically and appears unrecognizable to the early-80s scholar. In a framework of great social, political and cultural change, China, a country at the time defined as an "economic dwarf", is the second largest economy on the planet and has become its "factory". The standardizing concept of "Third World" having vanished, some former colonial economies have undertaken rapid growth processes, while others have ruinously accentuated their underdevelopment. The traditionally advanced regions, then defined as "industrial", have opened out into trajectories defined, vice versa, as "post-industrial", some consolidating their competitive edge and others sparking lengthy declines.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Siffatto elemento di perdurante dominanza non può essere scisso dai cardinali, recenti, processi di stabilizzazione economico-politica – si fa riferimento, evidentemente, alla creazione del libero scambio regionale, all’ampliamento dell’Unione Europea, alla progressiva caduta dei veti doganali – che, coinvolgendo diversi livelli di governo del territorio – hanno favorito ed accelerato le più diverse dinamiche di collaborazione imprenditoriale e cooperazione economico-finanziaria, a loro volta rafforzate dalla prospettiva (europea) di progressiva semplificazione della gestione dei flussi di merci e persone. Nonostante la peculiare attenzione dedicata agli aspetti storici, giuridici ed urbanistico-ambientali, la presente opera non poteva mancare di occuparsi dei progressi delle più aggiornate tecnologie, con particolare riferimento alle ricadute sul cruciale – in termini sia occupazionali che economici – settore turistico. La rete telematica, infatti, ha rivoluzionato negli ultimi decenni la comunicazione (contribuendo peraltro a generare un nuovo linguaggio internazionale sul piano della comunicazione economico-finanziaria di impresa) e, conseguentemente, il modo di collocare i prodotti per le imprese, facendo sì che mutasse nel contempo il processo di raccolta delle informazioni, di valutazione delle diverse alternative e, per logica conseguenza, l’effettiva possibilità di scelta di prodotti e servizi nell’interesse del consumatore, particolarmente nell’ambito dei servizi legati all’ospitalità e al benessere. Un fattore altrettanto strategico per lo sviluppo dell’area è legato agli investimenti (nazionali ed internazionali) nel compartimento delle cosiddette piattaforme logistiche: ossia le grandi infrastrutture fisiche e tecniche che, oltre a consentire lo smistamento merci (prima di giungere alla destinazione finale attraverso l’intermodalità), offrono servizi di logistica avanzata ad alto valore aggiuntivo (si tratta in linea di prima approssimazione di scali, porti fluviali, interporti, autoporti,piattaforme aereo-portuali e altri approdi accomunati dalla medesima natura manifatturiera e movimentante delle merci, in grado di generare servizi ad alto valore aggiunto per le imprese industriali). Gli esiti della ricerca qui presentata evidenziano poi, in modo articolato ma non meno sistematico, la dimensione composita assunta dai processi di integrazione fra le aree transnazionali dell’Alto Adriatico nell’evoluzione dei due decenni appena trascorsi. Vengono pertanto in rilievo essenziali opportunità di integrazione in ambito turistico, logistico, industriale e di comunicazione economico-finanziaria fra le differenti regioni adriatiche in un’ottica tesa a risaltare le principali linee strategiche di crescita per le imprese affacciate sul medesimo specchio d’acqua. Siffatte rinnovate e rafforzate strategie comuni hanno contribuito, nell’ultimo ventennio, a creare e sviluppare una vera e propria globalizzazione delle manifatture nonché del flusso di beni, servizi e capitali. Un approccio globale che è risultato assolutamente vincente per raccogliere e vincere la sfida rappresentata da beni di consumo sempre più complessi (in quanto costituiti da numerose componenti) la cui realizzazione richiede il coinvolgimento di più Paesi in un’ottica di miglior sfruttamento dei vantaggi comparati rivelati. Si può dunque riscontrare una sempre più stretta interdipendenza tra il distretto Nord-Est italiano e le altre aree dell’Alto Adriatico in cui sono identificabili percorsi macro-regionali di specializzazione che coinvolgono taluni terri

Asia and China made disproportionate contributions to the slowdown of global trade growth in 2015. China’s import growth slowed starkly, driven by both external and domestic factors, including a rebalancing of demand. Econometric results point to weak investment and rebalancing as the main causes of the import slowdown. Spillover effects from China’s rebalancing are estimated for some 60 countries using value-added trade data, and are found to be more negative on Asia and commodity exporters than others.
