Lo Stato deve cessare di operare come presidio del corretto funzionamento del mercato e affermarsi come difensore della società dal mercato. L'Italia è l'ottavo Paese più ricco del mondo, ma anche il Paese dove un lavoratore su quattro è povero e uno su tre vulnerabile, ovvero condannato alla povertà in caso di evento inaspettato (come una malattia o la nascita di un figlio). Dopo anni in cui la politica si è mostrata succube nei confronti dell'economia, ha mortificato i lavoratori e colpevolizzato i poveri, si è tornati a discutere di come riconciliare democrazia e mercato. Lo si è fatto varando il reddito di cittadinanza, per molti aspetti difettoso ma l'unica forma di incisiva redistribuzione della ricchezza adottata negli ultimi decenni. Lo si è fatto con la proposta di introdurre minimi salariali stabiliti per legge. Queste misure, smantellate o avversate dall'attuale maggioranza, sono peraltro minimali rispetto a quelle contemplate dal patto di cittadinanza previsto dalla Costituzione: quello per cui il lavoro è un diritto ma anche un dovere, che ha però come contropartita un salario dignitoso, un welfare esteso e la partecipazione dei lavoratori alla definizione dell'indirizzo politico generale. Il lavoro povero è, perciò, una contraddizione in termini: cambiare è possibile ma soprattutto necessario.
