El origen de este texto es la investigacion incluida en el proyecto internacional "La gestion escolar como escenario de innovacion educativa" (patrocinado por la OEI). Su proposito era indagar en las formas en que la gestion de las instituciones educativas posibilita o no la sostenibilidad de las reformas. Tratamos de ilustrar el modo en que la definicion original de las reformas sufren a lo largo del proceso de su implementacion transformaciones relacionadas con las formas de articulacion de las agencias y niveles comprometidos en ellas, que van resignificandolas durante el proceso de su apropiacion por parte de los diferentes actores escolares. Se constata que no hay tal apropiacion, como muestra la aplicacion del principio de comprensividad que, en tanto fundamento y eje de la reforma educativa espanola, durante su larga experimentacion y fases posteriores de aplicacion de una ley (LOGSE) afectaria a todo el sistema educativo. Ante la presencia catalitica de una idea que buscaba su implantacion a traves de vias normativas, se iba conformando un imaginario que, restringiendo las posibilidades de emergencia de innovaciones curriculares y organizativas, se tradujo en diferentes procedimientos a traves de los cuales los centros escolares elaboraban sus respuestas practicas ad hoc.
