Un classico della storia economica, quest’opera di Marcello de Cecco, un libro in cui il grande economista mostra «di che lagrime grondi e di che sangue» un sistema monetario internazionale, il gold standard, che fu a lungo ritenuto un modello di equilibrio e armonia. Con il supporto di analisi documentate sullo sviluppo economico, il commercio internazionale, le istituzioni finanziarie, de Cecco mostra come, in ciascuno di questi ambiti, fin dall’inizio del Novecento maturava la crisi che portò all’esplosione del sistema nei tragici giorni dell’estate 1914. Svelando il tessuto di interessi e di lotte che, nella Belle époque, stanno alla base del gold standard, vivisezionando il sistema di potere britannico che lo sorregge, il capolavoro di de Cecco ci insegna a osservare con occhio disincantato e consapevole qualsiasi sistema monetario. Non esiste un sistema perfetto, poiché si tratta sempre di una creazione umana, politica. La moneta, insomma, riflette un imperium: essa esiste nella misura in cui poggia su un potere, e ogni regime monetario creato nella storia ha servito gli interessi di un gruppo dominante, nazionale o internazionale, che quel potere ha esercitato. Qualsiasi scelta monetaria, in definitiva, porta il marchio del sovrano. È importante leggere Moneta e impero – qui riproposto in una nuova versione, più vicina alle intenzioni dell’autore – per scoprire, tra le altre cose, che, anche nel suo periodo di massimo splendore, il gold standard era pieno di difetti, scosso da periodiche crisi, e costruito in modo da favorire sfacciatamente la Gran Bretagna. Letto oggi, dunque, il libro di de Cecco mantiene intatta la sua forza argomentativa e la sua capacità di apportare nuova linfa al dibattito sulla storia monetaria e finanziaria: una storia che arriva fino ai giorni nostri e che ci tocca sempre più da vicino.

Provocative essays on international trade, with particular focus on U.S. foreign trade policy. In The Wind of the Hundred Days, a new collection of public policy essays, Jagdish Bhagwati applies his characteristic wit and accessible style to the subject of globalization. Notably, he argues that the true Clinton scandal lay in the administration's mismanagement of globalization—resulting in the paradox of immense domestic policy success combined with dramatic failure on the external front. Bhagwati assigns the bulk of the blame for the East Asian financial and economic crisis—a disaster that prompts him to use as his title the poet Octavio Paz's image of devastation "I met the wind of the hundred days"—to the administration's hasty push for financial liberalization in the region. The administration, Bhagwati claims, has also mishandled the freeing of trade. The administration-hosted WTO meeting in Seattle ended in chaos and the launch of a new round of multilateral trade negotiations was dashed. Bhagwati shows how the administration's failure to get Congress to renew fast-track authority can be attributed to an unimaginative response to the demands of a growing civil society. In several essays, he shows how free trade and social agendas both could have been pursued successfully if the concerns of human-rights, environmental, cultural, and labor activists had been met through creative programs at appropriate international agencies such as the International Labour Organization instead of the WTO and via trade treaties. Bhagwati also criticizes the claim that "globalization needs a human face," arguing that it already has one. He faults the administration for embracing unsubstantiated anti-globalization rhetoric that has made its own preferred option of pursuing globalization that much more difficult.
