Dans leur quête démocratique, les sociétés africaines francophones, veillées par les partis uniques, ont fait des Conférences nationales des scènes de l'invention démocratique. Mais à peine sont-elles achevées que les dictateurs, chassés quelque temps auparavant, reviennent et retrouvent une légitimité plus grande encore, sinon jamais perdue. Après le désenchantement de la décolonisation, voici venu celui de la démocratie dont la mise en chantier semble n'avoir produit que des sociétés menacées d'autodestruction. Au Congo-Brazzaville, la Conférence nationale de 1991 a ouvert la voie au pluralisme politique et aux premières consultations libres. Pascal Lissouha a succédé, sans heurts, à Denis Sassou-Nguesso à la tête de l'Etat. Mais de parades militaires en coups d'État successifs, ce pays a sombré, de 1993 à 2002, dans une longue guerre civile où chacun des principaux belligérants est soutenu par des milices armées : Bernard Kolélas par les Ninjas, SassouNguesso par les Cobras, et le gouvernement par les Aubevillois (Cocoyes) ou Zoulous. Ces trois leaders, d'une même classe d'âge politique, se l'ont la guerre au rythme des coalitions qu'ils tissent entre eux suivant la logique du tiers exclu, chaque alliance correspondant à un épisode de la guerre civile : 1993-994, 1997, puis 1998-2002. Au milieu des morts et des " déplacés " par milliers, les affaires vont bon train ; le pétrole coule à flots et ses dividendes alimentent les camps en guerre. Et là où paradent les miliciens, fleurissent les mercenaires et les marchands d'armes, surgissent les prophètes. L'histoire ne trouve à se singulariser que par le retour aux formes archaïques du mercenariat colonial ou aux valeurs du millénarisme. L'horizon politique serait-il bouché au point de désespérer du changement démocratique ? Quelles sont les raisons immédiates et profondes de cette flambée de violences qui a embrasé le pays ? Comment en est-on arrivé à ce gradient d'instabilité politique qui retarde jusqu'à la résorption du conflit ? Voici quelques-unes des interrogations qui courent tout le long de cet ouvrage où transparaît que la guerre civile au Congo-Brazzaville est l'expression de la conflictualité entre la volonté populaire d'en finir avec un ordre autoritaire et sa réhabilitation par les armes.

In the context of a global biometric turn, this book investigates processes of legal identification in Africa ‘from below,’ asking what this means for the relationship between citizens and the state. Almost half of the population of the African continent is thought to lack a legal identity, and many states see biometric technology as a reliable and efficient solution to the problem. However, this book shows that biometrics, far from securing identities and avoiding fraud or political distrust, can even participate in reinforcing exclusion and polarizing debates on citizenship and national belonging. It highlights the social and political embedding of legal identities and the resilience of the documentary state. Drawing on empirical research conducted across 14 countries, the book documents the processes, practices, and meanings of legal identification in Africa from the 1950s right up to the biometric boom. Beyond the classic opposition between surveillance and recognition, it demonstrates how analysing the social uses of IDs and tools of identification can give a fresh account of the state at work, the practices of citizenship, and the role of bureaucracy in the writing of the self in African societies. This book uses empirical research to bring together a broad range of protest contexts in twelve chapters. From the formation of Maroon societies in the early colonial period, to female mobilisation in authoritarian contexts, via urban youth culture, women or mineworkers in trade unionism, as well as pro- and anti- gay rights activists, the protagonists here all insist upon their rights to protest in a variety of ways. Sometimes popular protest is expressed through religion, often (and sometimes violently) by young people, exasperated by their long wait for social achievement. Electoral wars and the formation of militias reveal a geography of violence in urban areas, which, in some sectarian excesses, can be displaced to rural areas, as described in the study on Boko Haram.
