Partimos de razones que dan cuenta del avance de la política de la industrialización en Colombia, en particular a partir de la Gran Depresión. Reconocemos que la industrialización se convirtió en una política pública que apoyaba la formación de capital en un país en vía de desarrollopuesla evidencia histórica expresaba que el sector industrial era una reconocida fuente del crecimiento. Sobre el proceso de cambio que sesuscitó durante el ciclo económico estudiado 1918-2018 vale la pena reconocerla propuesta metodológica hecha por Joseph A. Love al decir que laindustria es una ruta que nos muestra cuál fue el alcance o influencia de unas ideas económicas que contribuyeron a lograr el desarrollo económico. A la luz de esta propuesta,el aparato académico, los órganos ilustrados del estado y el concurso innovador de los empresarios se convirtieron en factores que estimularon con sus iniciativas la industrialización. Este evento hace parte de una historia en general en la cualvariasideas, componentesproductivos y recursos del ahorro llevaron al país por el sendero del crecimiento y el cambio social.

Culling the Masses questions the widely held view that in the long run democracy and racism cannot coexist. David Scott FitzGerald and David Cook-Martín show that democracies were the first countries in the Americas to select immigrants by race, and undemocratic states the first to outlaw discrimination. Through analysis of legal records from twenty-two countries between 1790 and 2010, the authors present a history of the rise and fall of racial selection in the Western Hemisphere. The United States led the way in using legal means to exclude “inferior” ethnic groups. Starting in 1790, Congress began passing nationality and immigration laws that prevented Africans and Asians from becoming citizens, on the grounds that they were inherently incapable of self-government. Similar policies were soon adopted by the self-governing colonies and dominions of the British Empire, eventually spreading across Latin America as well. Undemocratic regimes in Chile, Uruguay, Paraguay, and Cuba reversed their discriminatory laws in the 1930s and 1940s, decades ahead of the United States and Canada. The conventional claim that racism and democracy are antithetical—because democracy depends on ideals of equality and fairness, which are incompatible with the notion of racial inferiority—cannot explain why liberal democracies were leaders in promoting racist policies and laggards in eliminating them. Ultimately, the authors argue, the changed racial geopolitics of World War II and the Cold War was necessary to convince North American countries to reform their immigration and citizenship laws.

Soaring income inequality and unemployment, expanding populations of the displaced and imprisoned, accelerating destruction of land and water bodies: today’s socioeconomic and environmental dislocations cannot be fully understood in the usual terms of poverty and injustice, according to Saskia Sassen. They are more accurately understood as a type of expulsion—from professional livelihood, from living space, even from the very biosphere that makes life possible. This hard-headed critique updates our understanding of economics for the twenty-first century, exposing a system with devastating consequences even for those who think they are not vulnerable. From finance to mining, the complex types of knowledge and technology we have come to admire are used too often in ways that produce elementary brutalities. These have evolved into predatory formations—assemblages of knowledge, interests, and outcomes that go beyond a firm’s or an individual’s or a government’s project. Sassen draws surprising connections to illuminate the systemic logic of these expulsions. The sophisticated knowledge that created today’s financial “instruments” is paralleled by the engineering expertise that enables exploitation of the environment, and by the legal expertise that allows the world’s have-nations to acquire vast stretches of territory from the have-nots.
