La práctica de acallar al otro existe desde tiempos inmemoriales, pero en las sociedades actuales, con el tipo de tecnología comunicacional que se ha impuesto y con el énfasis que allí se pone en las identidades, en el castigo mediático, en la indignación virtuosa, en la impaciencia moralista y en el dogmatismo —todo eso que nos caracteriza—, el afán de silenciar a los que piensan distinto parece ir en ascenso. Lo que muestra este libro es que, si bien en cierta medida los grupos desfavorecidos adquieren poder al señalar ideas dañinas, los excesos están menoscabando la libre circulación de las ideas y la democracia misma. Así, aquí se trata de responder muchas preguntas, entre ellas: ¿Cuál es la relación entre la cancelación y los debates anteriores sobre tolerancia religiosa y política?, ¿en qué medida los discursos canceladores pueden considerarse antijurídicos?, ¿cuál es la importancia de la libre circulación de ideas para fortalecer la democracia?, ¿cuál es el rol del derecho, en especial de la libertad de expresión, frente a las prácticas de cancelación? The political history of the twentieth century can be viewed as the history of democracy’s struggle against its external enemies: fascism and communism. This struggle ended with the fall of the Berlin Wall and the collapse of the Soviet regime. Some people think that democracy now faces new enemies: Islamic fundamentalism, religious extremism and international terrorism and that this is the struggle that will define our times. Todorov disagrees: the biggest threat to democracy today is democracy itself. Its enemies are within: what the ancient Greeks called 'hubris'. Todorov argues that certain democratic values have been distorted and pushed to an extreme that serves the interests of dominant states and powerful individuals. In the name of ‘democracy’ and ‘human rights’, the United States and some European countries have embarked on a crusade to enlighten some foreign populations through the use of force. Yet this mission to ‘help’ others has led to Abu Ghraib and Guantanamo, to large-scale destruction and loss of life and to a moral crisis of growing proportions. The defence of freedom, if unlimited, can lead to the tyranny of individuals. Drawing on recent history as well as his own experience of growing up in a totalitarian regime, Todorov returns to examples borrowed from the Western canon: from a dispute between Augustine and Pelagius to the fierce debates among Enlightenment thinkers to explore the origin of these perversions of democracy. He argues compellingly that the real democratic ideal is to be found in the delicate, ever-changing balance between competing principles, popular sovereignty, freedom and progress. When one of these elements breaks free and turns into an over-riding principle, it becomes dangerous: populism, ultra-liberalism and messianism, the inner enemies of democracy.

This is a bold new study of the recent emergence of democracy in Latin America. Leonardo Avritzer shows that traditional theories of democratization fall short in explaining this phenomenon. Scholars have long held that the postwar stability of Western Europe reveals that restricted democracy, or "democratic elitism," is the only realistic way to guard against forces such as the mass mobilizations that toppled European democracies after World War I. Avritzer challenges this view. Drawing on the ideas of Jürgen Habermas, he argues that democracy can be far more inclusive and can rely on a sphere of autonomous association and argument by citizens. He makes this argument by showing that democratic collective action has opened up a new "public space" for popular participation in Latin American politics. Unlike many theorists, Avritzer builds his case empirically. He looks at human rights movements in Argentina and Brazil, neighborhood associations in Brazil and Mexico, and election-monitoring initiatives in Mexico. Contending that such participation has not gone far enough, he proposes a way to involve citizens even more directly in policy decisions. For example, he points to experiments in "participatory budgeting" in two Brazilian cities. Ultimately, the concept of such a space beyond the reach of state administration fosters a broader view of democratic possibility, of the cultural transformation that spurred it, and of the tensions that persist, in a region where democracy is both new and different from the Old World models.
