La scelta di un sistema tributario è funzionale alla visione che la classe politica dominante ha del mondo, della rilevanza e funzione dello Stato, del valore della collettività, della preminenza o meno del singolo individuo rispetto al suo essere parte di una comunità, alla predominanza, o meno, dei diritti dei singoli rispetto al contemperamento di questi con i doveri e con i diritti della comunità di appartenenza, alla valutazione dei livelli di disuguaglianza sociale e alla necessità di ridurli per garantire una crescita più equilibrata, alla valutazione sulla capacità del “libero mercato” di garantire la migliore allocazione delle risorse disponibili, al contenuto e all’estensione del concetto di “dignità” dell’uomo. Questo libro analizza le proposte politiche e quelle più tecniche sulla flat tax riservando a queste ultime un'analisi critica al fine di verificarne la corrispondenza con i principi costituzionali di progressività, di capacità contributiva, di solidarietà e di uguaglianza che esprimono una precisa scelta di campo fatta dai Padri costituenti. Ma è un libro che, dopo un'analisi senza sconti del nostro sistema fiscale ormai frammentato, iniquo e distorsivo, si pone l’obiettivo di riscoprire il principio della progressività e della tassazione del reddito complessivo, secondo i contenuti elaborati dai più illustri giuristi e accademici, studiosi di diritto tributario e previsti dalla riforma fiscale del 1971-1973, al fine di riuscire a definire un'imposizione che sia equa, giusta, non opprimente e che non scoraggi la produzione del reddito. Infine, un libro che vuole porre l’accento sui principi e non sui tecnicismi, perché sono i principi che guidano il fare umano e che costituiscono l’ossatura portante di qualunque sistema tributario che possa definirsi veramente un “sistema”, così come prevede la nostra Costituzione. Fabio Ghiselli Dottore commercialista e revisore legale. Specializzato in diritto tributario dell’impresa, ha svolto tutta la sua carriera professionale come tax director di primarie aziende industriali e finanziarie. Attualmente svolge la libera professione come tax advisor. È stato docente al master tributario Ipsoa – Wolters Kluwer, al master tributario dell’Università L. Bocconi, ed è relatore in conferenze e convegni organizzati dalla stessa Uni.Bocconi, da Sda Bocconi, da Ipsoa, da Andaf e da Aiaf. Autore di numerose pubblicazioni in materia tributaria, scrive sulle più prestigiose riviste del settore e sui quotidiani specializzati, è anche co-autore di alcuni volumi sempre su temi di diritto tributario.
