There are approximately 150 million people of African descent in Latin America yet Afro-descendants have been consistently marginalized as undesirable elements of the society. Latin America has nevertheless long prided itself on its absence of U.S.-styled state-mandated Jim Crow racial segregation laws. This book disrupts the traditional narrative of Latin America's legally benign racial past by comprehensively examining the existence of customary laws of racial regulation and the historic complicity of Latin American states in erecting and sustaining racial hierarchies. Tanya Katerí Hernández is the first author to consider the salience of the customary law of race regulation for the contemporary development of racial equality laws across the region. Therefore, the book has a particular relevance for the contemporary U.S. racial context in which Jim Crow laws have long been abolished and a "post-racial" rhetoric undermines the commitment to racial equality laws and policies amidst a backdrop of continued inequality.

In The Borders of Dominicanidad Lorgia García-Peña explores the ways official narratives and histories have been projected onto racialized Dominican bodies as a means of sustaining the nation's borders. García-Peña constructs a genealogy of dominicanidad that highlights how Afro-Dominicans, ethnic Haitians, and Dominicans living abroad have contested these dominant narratives and their violent, silencing, and exclusionary effects. Centering the role of U.S. imperialism in drawing racial borders between Haiti, the Dominican Republic, and the United States, she analyzes musical, visual, artistic, and literary representations of foundational moments in the history of the Dominican Republic: the murder of three girls and their father in 1822; the criminalization of Afro-religious practice during the U.S. occupation between 1916 and 1924; the massacre of more than 20,000 people on the Dominican-Haitian border in 1937; and the 2010 earthquake in Haiti. García-Peña also considers the contemporary emergence of a broader Dominican consciousness among artists and intellectuals that offers alternative perspectives to questions of identity as well as the means to make audible the voices of long-silenced Dominicans.

This book begins with a simple question: why do so many Dominicans deny the African components of their DNA, culture, and history? Seeking answers, Milagros Ricourt uncovers a complex and often contradictory Dominican racial imaginary. Observing how Dominicans have traditionally identified in opposition to their neighbors on the island of Hispaniola—Haitians of African descent—she finds that the Dominican Republic’s social elite has long propagated a national creation myth that conceives of the Dominican as a perfect hybrid of native islanders and Spanish settlers. Yet as she pores through rare historical documents, interviews contemporary Dominicans, and recalls her own childhood memories of life on the island, Ricourt encounters persistent challenges to this myth. Angel Rama's groundbreaking study--presented here in its first English translation--provides an overview of the power of written discourse in the historical formation of Latin American societies, and highlights the central role of cities in deploying and reproducing that power. To impose order on a vast New World empire, the Iberian monarchs created carefully planned cities where institutional and legal powers were administered through a specialized cadre of elite men called letrados; it is the urban nexus of lettered culture and state power that Rama calls "the lettered city." Starting with the colonial period, Rama undertakes a historical analysis of the hegemonic influences of the written word. He explores the place of writing and urbanization in the imperial designs of the Iberian colonialists and views the city both as a rational order of signs representative of Enlightenment progress and as the site where the Old World is transformed--according to detailed written instructions--in the New. Blackness Without Ethnicity draws on fifteen years of his research in Bahia, Rio Suriname, and Amsterdam. Sansone uses his findings to explore the very different ways that race and ethnicity are constructed in Brazil and the rest of Latin America. He compares these Latin American conceptions of race to dominate notions of race that are defined by a black-white polarity and clearly identifiable ethnicities, formulations he sees as highly influenced by the US and to a lesser degree Western Europe. Sansone argues that understanding more complex and ambiguous notions of culture and identity will expand the international discourse on race and move it away from American dominated notions that are not adequate to describe racial difference in other countries (and also in the countries where the notions originated). This book offers an analysis of the formation of the Dominican state and explores the development of state-society relations since the late nineteenth century. Emelio Betances argues that the groundwork for the establishment of a modern state was laid during the regimes of Ulises Heureaux and Ramï¿1⁄2ï¿1⁄2res. The U.S. military government that followed later expanded and strengthened political and administrative centralization. Between 1886 and 1924, these administrations opened the sugar industry to foreign capital investment, integrated Dominican finance into the international credit system, and expanded the role of the military. State expansion, however, was not accompanied by a strengthening of the social and economic base of national elites. Betances suggests that the imbalance between a strong state and a weak civil society provided the structural framework for the emergence in 1930 of the long-lived Trujillo dictatorship.Examining the links between Trujillo and current caudillo Joaquï¿1⁄2Balaguer, the author traces continuities and discontinuities in economic and political development through a study of import substitution programs, the reemergence of new economic groups, and the use of the military to counter threats to the status quo. Finally, he explores the impact of foreign intervention and socioeconomic change on the process of state and class formation since 1961.
