Brasil, como otras repúblicas iberoamericanas recibió un nutrido volumen de inmigrantes casi 5.000.000 de extranjeros llegaron al país entre 1850 y 1930. No obstante, éste fue un proceso complejo, con periodos en donde se logró el arribo de numerosas personas y otros en los que este movimiento se detuvo o casi lo hizo. Aunque se trató de una inmigración esperada, los planes para impulsarla y acogerla sufrieron variaciones, en ciertos momentos se impidió la entrada o se le impusieron restricciones a determinados colectivos, surgiendo las cartas de llamada o los contratos previos y en otros, al contrario, todos eran bienvenidos. Algunos de los procedimientos nos recuerdan a los que se practican en este momento con los flujos que llegan a España, por ello entendemos que una reflexión sobre estos procesos de largo plazo nos permitirá sofisticar algunos tópicos utilizados para describir el llamado proceso de globalización. Es nuestra opinión que los desplazamientos de personas no presentan unas características extremadamente peculiares y novedosas, como algunos ensayos recientes pretenden demostrar. Más bien se trata de una compleja trama de continuidades y rupturas con los procesos previos, que es necesario investigar con más detenimiento y minuciosidad.

This book explores the linkages between Southern Europe and South America in the post-World War II period, through organized migration and development policies. In the post-war period, regulated migration was widely considered in the West as a route to development and modernization. Southern European and Latin American countries shared this hegemonic view and adopted similar policies, strategies, and patterns, which also served to promote their integration into the Western bloc. This book showcases how overpopulated Southern European countries viewed emigration as a solution for high unemployment and poverty, whereas huge and underpopulated South American developing countries such as Brazil and Argentina looked at skilled European immigrants as a solution to their deficiencies in qualified human resources. By investigating the transnational dynamics, range, and limitations of the ensuing migration flows between Southern Europe and Southern America during the 1950s and 1960s, this book sheds light on post-World War II migration-development nexus strategies and their impact in the peripheral areas of the Western bloc. La autora, desde su enfoque etnográfico, sustenta que la adopción internacional es una forma de migración. Este argumento tiene implicancias en la manera como entendemos la adopción y la migración. Dichos ámbitos están regulados por leyes distintas, son supervisados por instancias administrativas diversas y se rigen por variados regímenes. Sin embargo, las fuerzas que provocan que los migrantes laborales dejen ciertos países —considerados menos desarrollados, devastados por guerras o propensos a desastres— por nuevas tierras de oportunidades, son las mismas fuerzas que producen niños adoptables. El análisis de Jessaca Leinaweaver se enfoca en los niños peruanos adoptados en Madrid, recoge sus experiencias habituales y recuerdos conmovedores, da cuenta de las exclusiones e inclusiones, del sentido de pertenencia o de no-pertenencia que impregnan sus vidas cotidianas en una sociedad donde son una minoría visible y a veces maltratada.
