El fracaso de las reformas de la década pasada ha dejado a la mayoría de los países latinoamericanos en una delicada coyuntura: parte importante de la opinión pública, como también de la dirigencia, perciben que la desigualdad creciente, la pobreza y la corrupción heredadas se deben a la implementación de políticas de mercado. Dicha percepción se justifica, en parte, debido al influyente papel que en ese proceso han tenido importantes referentes “liberales”. Sin embargo, estos regímenes “neoliberales” se caracterizaron por subestimar la relación entre estado de derecho y economía de mercado. A su vez, muchos de los mencionados referentes se caracterizaron por no reparar en esa omisión. Paso seguido: es perfectamente comprensible la percepción generalizada de haber asistido durante los 90 a la implementación de reformas de mercado. Ante ello, la experiencia de la transición chilena iniciada en 1990 surge como el ejemplo analítico e histórico al que se puede apelar para comprender y comparar procesos de reforma. Al respecto, inmediatamente aparecen diferencias cualitativas profundas entre el proceso de reforma chileno y el del resto de los países de la región. Principalmente, se distingue una relación consolidada entre estado de derecho, economía de mercado y consensos básicos. Para ello, el papel jugado por la “Concertación de Partidos por la Democracia” ha sido y es crucial. El seminario “Lecciones de la Experiencia Chilena para Argentina y América Latina”, organizado por CADAL y el Instituto de Ciencia Política y Relaciones Internacionales de la Universidad Católica Argentina el 4 de junio de 2004 en Buenos Aires, ha buscado destacar este proceso político, económico e institucional vivido en ese país desde 1990 en adelante. En dicha oportunidad, participaron como expositores los argentinos Carlos “Chacho” Álvarez, ex Vicepresidente de la Nación; Javier González Fraga, ex Presidente del Banco Central de la República Argentina; Eugenio Kvaternik, analista político; Ricardo López Murphy, ex candidato a Presidente de la Nación en el 2003; y Carlos Gervasoni y Pedro Isern Munné, directivos de CADAL. Por su parte, asistieron desde Chile los señores Eugenio Tironi, ex Secretario de Comunicación del Presidente Patricio Aylwin; Patricio Walter, diputado y ex jefe de bancada de la Democracia Cristiana; Rodrigo Álvarez, diputado y jefe de bancada de la UDI; Harald Beyer, investigador del Centro de Estudios Públicos; Jorge Marshall, ex Ministro de Economía del Presidente Patricio Aylwin y ex Vicepresidente del Banco Central; y Raúl Ferro, director periodístico de la revista América Economía. Por su parte, el cierre del seminario estuvo a cargo de Juan Gabriel Valdez, el entonces embajador de Chile en Argentina. Este libro es fruto de algunas de las ponencias presentadas en dicho seminario, a cuyos rigurosos y profundos análisis se agregan otros textos de expertos invitados y estudios que pretenden describir el proceso político y económico que ha llevado a la consolidación del único arreglo institucional exitoso en América Latina. Por consiguiente, su publicación tiene como objetivo potenciar la difusión y el debate sobre este tema y complementar así el esfuerzo realizado por CADAL al haber convocado a excelentes expositores en un evento de primer nivel que mereció en su momento comentarios en distintos medios de comunicación de Argentina y Chile (se ofrecen como anexos).
