When, in 1960, France granted independence to its colonies in West and Central Africa-an empire covering an area the size of the contiguous United States-the French still intended to retain influence in Africa. Through a system of accords with these newly independent African nations, based upon ties naturally formed over the colonial years, France has succeeded for three decades in preserving its position in African affairs. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. Because of those strains, he suggests, France alone may be unable to support its former dependencies much longer. He believes that long-term solutions to African problems will have to involve international organizations like the World Bank and International Monetary Fund as well as other nations such as the United States and France's European partners. -- From Foreword.

The linguistic integration of migrants affects every aspect of settling in a new country (employment, health, etc.). The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. An excerpt from the INTRODUCTION - General Character of the Book: The book purports to give the last words, at the approach of death, of each of the twelve patriarchs to his sons. It is evident that the general idea of the book is based upon Jacob's last words to his sons as recorded in Gen. xlix. 1-27. Just as Jacob portrays the character of his sons and declares to them what shall befall them, so in our book each of the patriarchs is represented as describing, in some sense, his own character and as foretelling what shall come to pass among his posterity in the last times. From this latter point of view the book partakes of the character of a prophetic-apocalyptic work. In six of the testaments, those of Reuben, Simeon, Judah, Dan, Naphthali and Joseph, there is a certain correspondence between our book and Gen. xlix. regarding the characters of the patriarchs; as for the remaining six patriarchs no such correspondence exists.
