Dopo l’Armistizio e la conseguente occupazione tedesca delle regioni giuliane, di fatto annesse al Reich tedesco con la creazione della Zona di Operazioni del Litorale Adriatico, le autorità militari germaniche decretarono la costituzione di reparti di autodifesa territoriale, formati da cittadini italiani, sloveni e croati, da affiancare alle unità tedesche nella lotta al fenomeno partigiano. Si organizzò così la Landschutz, un corpo a base etnica, che doveva “contribuire al mantenimento dell’ordine e della sicurezza”, che fu formalmente costituita dal Supremo Commissario Rainer il 1° ottobre 1943. Nel variegato panorama dei reparti creati nel corso della guerra con personale non tedesco, non si è mai data sufficiente rilevanza a queste piccole unità di Difesa Territoriale e questo volume cerca di fornire un’analisi quanto più possibile approfondita della vita della Landschutz.

After the Armistice and the consequent German occupation of the Julian regions, which were in fact annexed to the German Reich with the creation of the Zone of Operations of the Adriatic Coast, the German military authorities decreed the establishment of territorial self-defense units, formed by Italian, Slovenian and Croatian citizens, to flank the German units in the fight against the partisan phenomenon. The Landschutz was thus organized, an ethnically based corps, which had to “contribute to the maintenance of order and security”, and was formally established by Supreme Commissioner Rainer on October 1, 1943. In the varied panorama of units created during the war with non-German personnel, not enough importance has ever been given to these small units of Territorial Defense, and this volume attempts to provide as in-depth an analysis as possible of the life of the Landschutz.

Il generale Rupnik, insieme a Anton Kokalj, Ernest Peterlin e Janko Kregar, costituirono il 24 settembre 1943 la Slovenska Domobranska Legija (Legione Slovena delle Guardie), sostenuta dai rappresentanti dei partiti politici esistenti prima della guerra nella regione di Lubiana ed organizzata su 3 Battaglioni. Bisogna però sottolineare che, mentre Rupnik era propenso a collaborare con i tedeschi ed era convinto della vittoria del Terzo Reich, Peterlin desiderava formare un’unità pesantemente armata, con mitragliatrici pesanti, mortai e cannoni di vario calibro (con l’obiettivo segreto di avere una forza armata pronta per compiere una rivolta nazionalista ed indipendentista), ma i tedeschi non approvarono mai un tale progetto. Per richiamare i giovani all’arruolamento, lo stesso giorno fu pubblicato un vibrante appello, firmato dallo stesso Rupnik, sul principale quotidiano cattolico sloveno, “Slovenec”. Il 30 settembre, in seguito all’occupazione tedesca della provincia di Lubiana i tedeschi ribattezzarono la Legione in Guardia Territoriale Slovena (Slovensko Domobranstvo in tedesco Slowenische Landwehr), assumendone di fatto il controllo.

Con la proclamazione dell’Armistizio, tutto il territorio che comprendeva le Province del Friuli-Venezia Giulia, la Provincia di Lubiana e l’Istria, considerato di vitale importanza per le linee di comunicazione e per il rifornimento dell’esercito tedesco in Italia, di fatto assorbito dal Reich, sotto la forma giurisdizionale della cosiddetta Zona di operazioni del Litorale Adriatico. Il governo della R.S.I. tentò di ristabilire la propria autorità nell’O.Z.A.K. anche in ambito militare, ma l’ingerenza tedesca fu sempre feroce. Fu impedito alle ricostituite Legioni della M.V.S.N. di confluire nella G.N.R. ed i tedeschi imposero a queste unità la denominazione di Milizia Difesa Territoriale (M.D.T.), formalmente parte della G.N.R., ma nella realtà autonoma. LA M.D.T. si configurò come “Landschutz”, cioè una unità di difesa del territorio. Parallelamente il Prefetto Coceani ed il Podestà Pagnini promossero la costituzione di un’unità di autodifesa, la Guardia Civica, a Trieste, esempio seguito in altre città della regione.
