À la veille de la Révolution française, aucun citoyen français n'aurait songé à remettre en cause la nature même du régime politique en vigueur depuis plus de dix siècles ; pas un seul Français, selon Robespierre lui-même, n'était républicain en 1789. Au siècle des Lumières, si, par exemple, Rousseau ou Montesquieu parlent de « République », c'est à la notion romaine de « res publica » qu'implicitement ils se réfèrent, c'est-à-dire à l'État lui-même. La critique des formes de gouvernement, à laquelle d'aucuns s'essaient, si elle tente de distinguer - désormais - non pas une seule autorité, mais plusieurs pouvoirs à l'œuvre dans la société, et d'aménager - entre eux - des rapports harmonieux dans une nation en pleine mutation, cette critique n'atteint pas, à de rares exceptions près (pour la plupart occultées : que l'on songe, en particulier, aux réflexions dégagées par Spinoza, au XVIIe siècle, sur l'essence des divers régimes politiques), la nature même du régime monarchique. Qui plus est, la plupart des auteurs s'accordent à louer cette forme de gouvernement, qui semble apte - à condition de subir des aménagements - à répondre à toutes les exigences de l'État moderne. Or, trois ans à peine après le serment du Jeu de Paume, la Convention nationale allait voir éclore une idéologie nouvelle et, bientôt, s'en faire l'apôtre convaincu : il s'agit de l'idéologie républicaine. L'un des phénomènes marquants de l'époque, qui permit aux idées révolutionnaires de se répandre et de gagner à elles l'élite bourgeoise - et une fraction non négligeable des masses populaires - fut l'explosion massive des journaux après la proclamation, en 1789, de la liberté de la presse. Cette tribune, combien plus puissante et efficace que celle des assemblées révolutionnaires, puisqu'elle en fut à la fois l'écho, le commentateur et, tant que la liberté fut respectée, le censeur potentiel et parfois redouté, contribua manifestement à préciser le sens et le contenu de l'idéal républicain, qui allait devenir celui de la nation française, une fois révélée la « trahison » de la famille royale. La Terreur imposa sans conteste le mot même de République, mais suspendit l'application de la première constitution républicaine jusqu'à la paix, et musela toute forme d'opposition. Il ne pouvait s'agir, en 1793, de peser les mérites du nouveau régime politique, il fallait, en quelque sorte, « prouver le mouvement en marchant ». C'est seulement après Thermidor, et durant les premiers mois du Directoire, que - la liberté de la presse ayant été rétablie, en fait puis en droit - une véritable presse républicaine, au sens où nous pouvons l'entendre aujourd'hui, put s'exprimer ; et le nombre des journaux s'accrut à nouveau considérablement. La presse révolutionnaire était encore tributaire de conditions d'exploitation archaïques ; sa physionomie générale est, pourtant - et cela ne manque pas de surprendre quelque peu - comparable, sur plus d'un point, à celle de la presse contemporaine. On voit en effet s'esquisser, de journal à journal, un dialogue ; les feuilles périodiques l'une à l'autre se répondent, n'hésitent pas à formuler des critiques sur la qualité de telle ou telle information, tissant ainsi entre elles des liens de famille, proclamant leurs inimitiés et formant finalement, ensemble, tout à la fois un pont - et peut-être un écran - entre les gouvernants et la nation. La République se définit ainsi à la fois dans chaque journal de la famille républicaine, et au moyen de la presse tout entière. Elle tend à réunir, au-delà des distinctions qui demeurent, les Jacobins et les modérés. Telles sont les différentes questions que cette étude de la presse parisienne en l'an IV tente d'analyser.
