Since 1914, the French state has faced a succession of daunting and at times almost insurmountable crises. The turbulent decades from 1914 to 1969 witnessed near-defeat in 1914, economic and political crisis in 1926, radical political polarization in the 1930s, military conquest in 1940, the deep division of France during the Nazi Occupation, political reconstruction after 1944, de-colonization (with threatening civil war provoked by the Algerian crisis), and dramatic postwar modernization. However, this tumultuous period was not marked just by crises but also by tremendous change. Economic, social and political "modernization" transformed France in the twentieth century, restoring its confidence and its influence as a leader in global economic and political affairs. This combination of crises and renewal has received surprisingly little attention in recent years. The present collection show-cases significant new scholarship, reflecting greater access to French archival sources, and focuses on the role of crises in fostering modernization in areas covering politics, economics, women, diplomacy and war.

Between Justice and Politics is a history of the first fifty years of the Ligue des droits de l'Homme—the League of the Rights of Man. This is the first book-length study of the Ligue in any language, and it is informed by the recently available archives of the organization. Founded during the Dreyfus Affair, the Ligue took as its mandate the defense of human rights in all their forms. The central argument of this book—and the point on which it differs from all other writings on the subject—is that the Ligue often failed to live up to its mandate because of its simultaneous commitment to left-wing politics. By the late 1930s the Ligue was in disarray, and by the 1940s a number of its members opted to defend the Vichy regime of Marshal Petain.

Dès le début de la guerre d'Espagne, La Rochelle et La Pallice sont les premiers affectés par le grand exode de civils, surtout d'enfants, en provenance du Pays basque. Tant bien que mal, autorités administratives et associations organisent l'accueil et le recasement. La situation se complique nettement avant le début de la Seconde Guerre mondiale : les hommes, anciens combattants républicains, dominent maintenant le flot des réfugiés; on s'en méfie pour leurs opinions politiques, en même temps ils représentent une incontestable force de travail disponible au moment où les Français sont mobilisés, et plus tard prisonniers. D'où l'ambiguïté de leur situation qu'expriment les deux camps d'internement de Montguyon et de Montendre : le premier, sous administration française, sera ouvert en septembre 1939 et durera jusqu'en novembre 1940; le second, sous administration française et contrôle allemand, prendra le relais de juin 1940 à octobre 1943. C'est cette histoire longtemps occultée que Jacques Perruchon a retrouvée dans les archives de Charente-Maritime et des Deux-Sèvres, et qu'il raconte avec précision. Nombreux sont les Espagnols qui, finalement, sont restés en France, comme le montrent les exemples cités dans la postface de François Julien-Labruyère : cette histoire est la leur au premier chef; mais grâce à ce texte, elle fait maintenant partie du patrimoine mental de toute la région.
