A la fin des années 1980, après 21 ans de règne sans partage d'un parti unique, le Gabon entrait dans une période de crise, lourde d'incertitudes. En particulier dans les secteurs de l'administration publique ou privée, on assista à des manifestations multiformes qui avaient pour leitmotiv le renouveau démocratique. Le chef de l'Etat, Omar Bongo tenta d'y répondre en créant soudainement un nouveau parti politique, le Rassemblement social démocratique gabonais (RSDG), où les acteurs politiques de tous bords étaient conviés à préparer le retour au multipartisme intégral. Mais les forces sociales, jusqu'alors silencieuses, montèrent au créneau et rejetèrent sans ambages cette proposition. Après de nombreuses tractations, une Conférence nationale put se réunir de mars à avril 1990. Ses conclusions débouchèrent sur la mise en place de nouvelles institutions démocratiques. Les différents processus électoraux qui se déroulèrent de 1990 à 1993 confirmèrent apparemment cette ouverture politique. Mais la mise en place des nouvelles institutions se fit de manière très décevante, au point de faire redouter le retour à un parti unique. Cet ouvrage a pour objectif de restituer l'histoire de cette tentative d'ouverture démocratique, bientôt suivie par la réélection en 1993 du Président Bongo qui, ensuite, a su reprendre en main la gouvernance politique du pays. A un moment où ce pays semble en passe de connaître un nouveau tournant, le retour sur ce moment significatif peut être éclairant sur son avenir.

Most African states experienced only a few fleeting years of democratic rule after independence before succumbing to authoritarianism. During the 1970s and 1980s, Africans and Westerners alike came to view dictatorship to be as much a part of the region’s social landscape as its grinding poverty. Yet the end of the Cold War and the sharpening of the economic crisis at the end of the 1980s have breathed new life into campaigns for democracy in Africa, shaking the foundations of many long-standing autocracies. In some cases, dramatic transitions took place, though the fate of the new democracies is far from certain. This volume explores the origins and evolution of political reform movements in several states of francophone Africa. The authors first make the case for the distinctiveness of francophone Africa, based on the influences of colonial history, language, and France’s contemporary role in Africa, then survey the challenges of reform, including the problems of transition from authoritarianism and consolidation of democratic regimes. Case studies of thirteen former French and Belgian colonies follow, organized by level of reform achieved: peaceful regime change, incremental reforms, repressed reform efforts, and reform in the midst of war.
