Le acque sotterranee sono una componente fondamentale delle riserve idriche del nostro pianeta, eppure questa risorsa è sottratta alla nostra percezione a differenza di quanto accade con fiumi, laghi e sorgenti. Questa condizione di «invisibilità» – che significa anche difficoltà ad averne una conoscenza quantificabile e misurabile – ha inciso sui sistemi di regolazione e persino sull’immaginario collettivo, sul nostro modo di rapportarci al suo consumo, generando una complessa interazione tra saperi esperti, tecnicalità, pratiche, tradizioni, pregiudizi e credenze. Tracciare una storia delle acque sotterranee da metà Ottocento fino al fascismo significa ripercorrere, da un’angolazione peculiare e per larghi tratti inesplorata, la storia del nostro paese. È in questo periodo, compreso tra le grandi rivoluzioni tecnico-scientifiche, industriali e agronomiche ottocentesche e la «grande accelerazione» di metà Novecento, che emerge e si definisce quel complesso intreccio di innovazioni tecnico-produttive, trasformazioni economiche ed energetiche, mutamenti culturali e conflitti sociali e politici che renderà le riserve idriche del sottosuolo quella risorsa così fondamentale per le società contemporanee. La crisi agraria e l’urbanizzazione di fine Ottocento, l’industrializzazione di età giolittiana, la mobilitazione bellica e i disegni di modernizzazione autoritaria del regime fascista fanno da sfondo al lento configurarsi dei poteri dello Stato e delle tecnocrazie nelle politiche idrauliche, alle trasformazioni agrarie e urbane, all’«anarchismo» degli usi civili e irrigui, fino alla comparsa dei primi sintomi di degrado ecologico delle falde acquifere, che si accompagnano a contraddittori esperimenti e forme di tutela. Nel complesso, il volume ricostruisce un’avvincente storia politica delle acque sotterranee, incrociando lo studio delle dinamiche sociali ed economiche con le indagini tecnico-scientifiche, in un confronto serrato con un ampio ventaglio di metodologie e discipline.

"La storia dell'Acea (Azienda comunale elettricità e acqua, poi Azienda comunale energia e ambiente) compendia un secolo di storia delle municipalizzate italiane, ma costituisce anche un capitolo determinante della storia di Roma. In essa si riflettono infatti la crescita tumultuosa e disordinata della capitale e le alterne vicende dei suoi pubblici servizi. Nata nel 1911 per iniziativa della giunta Nathan come "calmiere" del mercato allora monopolizzato dalla Società anglo-romana per l'illuminazione di Roma, l'Acea ha costituito sino ai giorni nostri uno dei protagonisti del duopolio elettrico romano, al fianco prima della privata Società romana di elettricità (erede dell'Anglo-romana) e successivamente dell'Enel. Trasformata in azienda multiservizi nel 1937, quando l'allora governatorato di Roma le trasferi la gestione degli acquedotti municipali, nel secondo dopoguerra l'Acea è stata protagonista assoluta della costruzione del moderno sistema di approvigionamento idrico della capitale, operando dapprima in regime di duopolio con la Società dell'Acqua Marcia e poi, dal 1964, in regime di municipalizzazione integrale. La sua caratteristica di multiutility, arricchita in anni recenti da esperienze nei campi del teleriscaldamento e dei servizi di depurazione, si è rivelata decisiva nel triennio 1997-1999, consentendole di affrontare con successo la trasformazione in società per azioni, la quotazione in Borsa e la parziale privatizzazione dell'azionariato. L'Acea si prepara oggi ad affrontare nuove sfide sia nei suoi tradizionali settori di attività - come la liberalizzazione del mercato elettrico e la gestione integrale del ciclo delle acque - sia nel settore strategico delle telecomunicazioni.
