C’est au cours des années 1960 qu’est née la notion de politique publique de la culture en France, au niveau national comme au niveau local. Certes la vision de Malraux ainsi que la dynamique de la planification ont alors fait avancer la réflexion sur les politiques culturelles et leur mise en route. Mais de façon concomitante, en Avignon, Jean Vilar organisait durant chaque festival, de 1964 à 1970, des « Rencontres » où il invitait une quarantaine de personnalités – artistes, professionnels, élus, administrateurs et chercheurs – pour repérer les questions de fond qu’il fallait poser pour construire des politiques cohérentes : « Culture et État » en 1964, « Culture et École » en 1965, « Culture et Région » en 1966, « Culture et Ville » de 1967 à 1970. Les comptes rendus de ces Rencontres n’avaient jamais été publiés et restaient dispersés. Philippe Poirrier, maître de conférences à l’université de Bourgogne – spécialisé dans l’histoire des politiques culturelles locales – et le Comité d’histoire du ministère de la culture et de la communication tombèrent d’accord pour juger fondateurs ces débats et décider de les publier en l’état. La large introduction de Philippe Poirrier, les témoignages qu’il a suscités, les index qu’il a élaborés font de la publication de ces comptes rendus, curieusement actuels et profondément féconds pour la réflexion sur les politiques culturelles, un ouvrage de référence.
