En este libro se aborda el estudio de la política fiscal en Castilla entre 1665 y 1700. Por sus páginas desfilan los sucesivos intentos de la Corona en orden a establecer los medios necesarios para que el Reino supere la depresión económica que venía padeciendo desde comienzos del siglo XVII, aunque ello repercuta negativamente en los ingresos de la Monarquía y, por tanto, en sus compromisos internacionales. A través de una minuciosa búsqueda en los archivos estatales, particularmente en el Archivo General de Simancas y en el Archivo Histórico Nacional, el autor analiza tanto las reformas diseñadas y ejecutadas en torno a la organización y administración de las rentas ordinarias de la Corona, como la reducción en los valores de los impuestos que afectaban a la producción y el consumo, los recursos fiscales extraordinarios implantados con la finalidad de mantener los ingresos de la Real Hacienda tras la aplicación de dichos recortes impositivos y las disposiciones establecidas para combatir el fraude fiscal. Una política fiscal que persigue en última instancia el resurgir económico de los vasallos y que lentamente se va afianzando en Castilla, a pesar de los obstáculos que oponen los grupos dirigentes de las ciudades y villas del Reino, a pesar incluso de las camarillas palaciegas que se suceden en la Corte y de los conflictos bélicos que la Monarquía debe hacer frente por las aspiraciones hegemónicas de Francia.

Christopher Storrs presents a fresh new appraisal of the reasons for the survival of Spain and its European and overseas empire under the last Spanish Habsburg, Carlos II (1665-1700). Hitherto it has been largely assumed that in the 'Age of Louis XIV' Spain collapsed as a military, naval and imperial power, and only retained its empire because states which had hitherto opposed Spanish hegemony came to Carlos's aid. However, this view seriously underestimates the efforts of Carlos II and his ministers to raise men to fight in Spain's various armies - above all in Flanders, Lombardy, and Catalonia - and to ensure that Spain continued to have galleons in the Atlantic and galleys in the Mediterranean. These commitments were expensive, so that the fiscal pressures on Carlos' subjects to fund the empire continued to be considerable. Not surprisingly, these demands added to the political tensions in a reign in which the succession problem already generated difficulties. They also put pressure on an administrative structure which revealed some weaknesses but which also proved its worth in time of need. The burden of empire was still largely carried in Spain by Castile (assisted by the silver of the Indies), but Spain's ability to hang onto empire was also helped by a greater integration of centre and periphery, and by the contribution of the non-Castilian territories, notably Aragon in Spain and Naples in Spanish Italy. This book radically revises our understanding of the last decades of Habsburg Spain. As Storrs demonstrates, it was a state and society more clearly committed to the retention of empire - and more successful in achieving this - than historians have hitherto acknowledged.

Historically, Spain has often been represented as a financial failure, a state limited by its absolutist monarchy and doomed to fiscal and financial failure without hope of lasting growth. The collapse of the Spanish state at the beginning of the nineteenth century would seem to bear out this view of the limitations of Spain's absolutist state, and this historical school of thought presents the eighteenth century as the last episode in a long history of decline that is directly linked to the failure of the sixteenth-century Spanish imperial absolutist monarchy. This study provides a different perspective, suggesting that in fact during the eighteenth century, Spain's fiscal-military state was reconstructed and grew. It shows how the development of the Spanish fiscal-military state was based on different growth factors to those of the sixteenth and seventeenth centuries; and that with this change, most of the state's structure and its relationship with élites and taxpayers altered irrevocably. In the ceaseless search for solutions, the Spanish state applied a wide range of financial and fiscal policies to expand its empire. The research in this book is inspired by current historical discussions, and provides a new perspective on the historical debate that often compares English 'success' with continental 'failure'.
