Spanish Abstract: El objetivo de este trabajo es presentar un análisis alternativo de la manera como opera la política monetaria y sus efectos sobre la distribución funcional del ingreso en Colombia. El punto de partida son los presupuestos de la teoría endógena de la moneda. En este documento se considera que la inflación es el resultado del conflicto distributivo entre los poseedores de riqueza real o financiera y los trabajadores. Cuando el Banco Central actúa para regular el conflicto inflacionario (o mejor distributivo) puede adoptar una política de neutralidad frente al status quo o seguir el camino de una política sesgada contra alguno de los perceptores del ingreso. En otras palabras, puede ser el "tercero excluido" o hacer parte de la contienda inflacionaria entre salarios, beneficios, intereses y rentas. Ese es el verdadero dilema de la política monetaria. Las políticas monetarias no son neutrales ni en el corto y ni en el largo periodo. La inflación es un indicador de la tensión distributiva entre los intereses de las diferentes clases sociales en cualquier economía monetaria de producción. De allí que el arreglo institucional de la política monetaria determina el papel del banco central a favor o en contra de alguno de los agentes en conflicto. En Colombia, las decisiones de la Junta del Banco de la República se han alejado de la regla justa de la tasa de interés, es decir, sus efectos no han sido neutrales, por el contrario, promovieron claramente un patrón regresivo de la distribución del ingreso a favor de los poseedores de riqueza.

La relación entre política monetaria y la desigualdad es un tema que poco se ha considerado dentro de la literatura económica. Sin embargo, dada la gran importancia de las medidas de las autoridades monetarias en el devenir de las economías en la actualidad y de la desigualdad como uno de los grandes retos de políticas públicas en la América Latina del Siglo XXI, este un tema que debe ser tenido en cuenta. El presente estudio explora los casos de Colombia (2002 a 2016) y Perú (2004 a 2016) como una contribución a la literatura. La metodología de identificación es la construcción de la Función Impulso-Respuesta a partir del Método de Proyecciones Locales. El resultado principal indica la existencia de un impacto significativo de la política monetaria en la distribución de los ingresos por rentas a la propiedad, gracias a un crecimiento del peso relativo de las rentas sobre las propiedades físicas, frente a las financieras. Además, hay un potencial efecto en la distribución de los ingresos totales cuando el choque es de magnitud lo suficientemente considerable. El efecto es heterogéneo a lo largo de la distribución de los ingresos, tal que afecta principalmente a la parte superior. Por otro lado, no hay evidencia que permita afirmar, de forma consistente, la existencia de alguna consecuencia sobre la distribución de los ingresos laborales.

Financial capital continues to dominate Western economic organisations, despite major financial and economic crises. While these have not affected Latin American countries in the same way, other economic problems emerged after the reversion of loose monetary policies that debilitated the export-led growth model. This book discusses the issue of the financialised globalisation model in Latin America, looking at the region’s relationship with the international market. This edited collection is divided into three main sections. The first section discusses regional trends highlighting issues of trade and payments in financialised economies, the impact on deindustrialisation, its effect on inequality, external capital movements and monetary policies. The second section analyses the failure of comparative advantages of the export-led model in Colombia, Argentina and Mexico. Finally, the last section deals with the growth of financial balance sheets in small and developing economies such as Chile; how growth, investment and big corporation evolution were affected in Brazil and Mexico; and the effects of foreign exchange activity in Mexico. Through these discussions, this book aims to deepen the understanding of the crisis of financialisation and the export-led model, raising the question of whether it is possible for this model to continue or if it requires major readjustments to unfold economic growth.
