Michel Beaud, né en 1935, est professeur au département d'économie politique de l'Université de Paris VIII. Rapporteur de l'intergroupe Emploi du IXe Plan, il est également l'auteur de nombreux ouvrages économiques, notamment «L'histoire du capitalisme (1500-1980)». Rendre l'économie, cette «science lugubre», attrayante ? Difficile, sans doute. Mais la rendre compréhensible, alors là, pas de problème : la revue Alternatives Economiques en fournit la preuve tous les deux mois. Les ouvrages de cette collection poursuivent le même objectif : analyser la réalité économique et sociale contemporaine, proposer des pistes de réflexions originales, comprendre sans perdre son esprit critique.

In May and June of 1968 a dramatic wave of strikes paralyzed France, making industrial relations reform a key item on the government agenda. French trade unions seemed due for a golden age of growth and importance. Today, however, trade unions are weaker in France than in any other advanced capitalist country. How did such exceptional militancy give way to equally remarkable quiescence? To answer this question, Chris Howell examines the reform projects of successive French governments toward trade unions and industrial relations during the postwar era, focusing in particular on the efforts of post-1968 conservative and socialist governments. Howell explains the genesis and fate of these reform efforts by analyzing constraints imposed on the French state by changing economic circumstances and by the organizational weakness of labor. His approach, which links economic, political, and institutional analysis, is broadly that of Regulation Theory. His explicitly comparative goal is to develop a framework for understanding the challenges facing labor movements throughout the advanced capitalist world in light of the exhaustion of the postwar pattern of economic growth, the weakening of the nation-state as an economic actor, and accelerating economic integration, particularly in Europe.

In this path-breaking book, the author argues that European countries' political-economic policies, practices, and discourses have changed profoundly in response to globalization and Europeanization, but they have not converged. Although national policies may now be more similar, especially where they follow from common European policies, they are not the same. National practices, although moving in the same general direction toward greater market orientation, continue to be differentiable into not just one or even two but three varieties of capitalism. And national discourses that generate and legitimate changes in policies and practices not only remain distinct, they matter. The book is a tour de force which combines sophisticated theoretical insights and innovative methods to show that European countries generally, but in particular Britain, France, and Germany (for which the book provides lengthy case studies), have had very different experiences of economic adjustment, and will continue to do so into the future.
