L'industrie électronique, du fait de son importance économique, de son caractère stratégique et de la gravite du retard français, a toujours été l'objet d'une certaine attention de l'état. 1- durant les années 1970, l'état a choisi de mener une politique de créneaux, de ne vraiment soutenir qu'une partie de l'industrie : dans la plus grande partie des branches (informatique, composants, grand-public, etc...), il a choisi de rester en retrait, se contentant d'allouer quelques aides ponctuelles. par contre, déjà implique dans le passe dans les télecommunications-secteur lie au militaire et stratégique-, il a beaucoup soutenu cette industrie, par divers canaux (recherche, commandes, etc...), et a même étendu sans intervention a des branches connexes (ex la télematique). la situation de l'industrie début des années 1980 allait faire durement apparaître a la fois le coût de l'absence de réaction et l'intérêt d'un soutien actif : la France n'était forte que dans les télecommunications. 2- le changement de pouvoir politique de 1981 allait modifier le cours des choses : le nouveau pouvoir allait manifester un intérêt tout particulier pour l'elec- tronique. par ailleurs une grande partie des actifs nationaux allait passer sous contrôle public (Thomson, cge, cii-hb, matra, cgct). une vaste réaction portant sur l'ensemble de la filière allait être organisée: les groupes sous contrôle public, dotes de nouveaux états-majors et aides financièrement par l'état, allaient être investis de missions de renforcement dans les branches qui leur furent attribuées...
