The double process of political democratization and access to the autonomy that constituted the Transition in Cantabria entered, from the approbation of the Statute of Autonomy in 1981, in a period of political and institutional instability until the middle of the 90’s. It was in the context of an economic crisis that forced to do a hard reconversion and affected to the most part of the industrial fabric, with significant social consequences: unemployment, destructuring, tertiarization. Above this shifting social ground it was created a party system influenced by the inexperience, immaturity and instability. But beyond these factors, the keystone what explains that deep institutional crisis was the fact that the forces who managed the autonomy were the same that had opposed against it: the divided and faced right wing, that didn’t possess an autonomic project to confront the serious problems that affected to the Autonomous Community of Cantabria.

Since Franco's death Spain has become a land of extraordinary paradoxes - a nation where traditional values vie with increased sexual freedom, where the meseta and sierras are becoming deserted while the workers' suburbs are packed with a new, streetwise generation. John Hooper's authoritative study of this new Spain focuses on issues affecting the ordinary Spaniard - housing, education, religion, public and private morality. He illuminates the quirks of a society of police trade unions and wife-swapping bars, a nation in which the king pays tax yet almost tow thirds of the unemployed do not qualify for welfare payments.

Education For Rural Development written by Food and Agriculture Organization of the United Nations and has been published by UNESCO/FAO this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with Business & Economics categories.

An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. (Contains 28 tables, 14 figures, and 64 boxes.).

Democracy Without Justice In Spain written by Omar G. Encarnacion and has been published by University of Pennsylvania Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-01-11 with Political Science categories.

Spain is a notable exception to the implicit rules of late twentieth-century democratization: after the death of General Francisco Franco in 1975, the recovering nation began to consolidate democracy without enacting any of the mechanisms promoted by the international transitional justice movement. There were no political trials, no truth and reconciliation commissions, no formal attributions of blame, and no apologies. Instead, Spain's national parties negotiated the Pact of Forgetting, an agreement intended to place the bloody Spanish Civil War and the authoritarian excesses of the Franco dictatorship firmly in the past, not to be revisited even in conversation. Formalized by an amnesty law in 1977, this agreement defies the conventional wisdom that considers retribution and reconciliation vital to rebuilding a stable nation. Although not without its dark side, such as the silence imposed upon the victims of the Civil War and the dictatorship, the Pact of Forgetting allowed for the peaceful emergence of a democratic state, one with remarkable political stability and even a reputation as a trailblazer for the national rights and protections of minority groups. Omar G. Encarnación examines the factors in Spanish political history that made the Pact of Forgetting possible, tracing the challenges and consequences of sustaining the agreement until its dramatic reversal with the 2007 Law of Historical Memory. The combined forces of a collective will to avoid revisiting the traumas of a difficult and painful past and the reliance on the reformed political institutions of the old regime to anchor the democratic transition created a climate conducive to forgetting. At the same time, the political movement to forget encouraged the embrace of a new national identity as a modern and democratic European state. Demonstrating the surprising compatibility of forgetting and democracy, Democratization Without Justice in Spain offers a crucial counterexample to the transitional justice movement. The refusal to confront and redress the past did not inhibit the rise of a successful democracy in Spain; on the contrary, by leaving the past behind, Spain chose not to repeat it.

Between Past And Future written by Hannah Arendt and has been published by Penguin this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-09-26 with Philosophy categories.

From the author of Eichmann in Jerusalem and The Origins of Totalitarianism, “a book to think with through the political impasses and cultural confusions of our day” (Harper’s Magazine) Hannah Arendt’s insightful observations of the modern world, based on a profound knowledge of the past, constitute an impassioned contribution to political philosophy. In Between Past and Future Arendt describes the perplexing crises modern society faces as a result of the loss of meaning of the traditional key words of politics: justice, reason, responsibility, virtue, and glory. Through a series of eight exercises, she shows how we can redistill the vital essence of these concepts and use them to regain a frame of reference for the future. To participate in these exercises is to associate, in action, with one of the most original and fruitful minds of the twentieth century.

Violence And The State written by Jan Pakulski and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-09 with categories.

In providing a counterweight to the notion that political violence has irrevocably changed in a globalised world, Violence and the state offers an original and innovative way in which to understand political violence across a range of discipline areas. It explores the complex relationship between the state and its continued use of violence through a variety of historical and contemporary case studies, including the Napoleonic Wars, Nazi and Soviet 'eliticide', the consolidation of authority in modern China, post-Soviet Russia, and international criminal tribunals. It also looks at humanitarian intervention in cases of organised violence, and the willingness of elites to alter their attitude to violence if it is an instrument to achieve their own ends. The interdisciplinary approach, which spans history, sociology, international law and International Relations, ensures that this book will be invaluable to a broad cross-section of scholars and politically engaged readers alike.
