En interrogeant les aléas historiques qui ont accompagné son application aux différents États africains, l'auteur focalise ses analyses sur l'instauration et le développement de ce régime au Gabon. Il propose différentes réformes susceptibles d'assurer l'exercice tripartite du pouvoir politique ainsi que de sauvegarder la justice sociale.
