La OIT en el libro la reforma laboral en América latina: 15 años después, propuso el siguiente concepto en cuanto al contrato de trabaja en la región. UEI contrato de trabajo en las legislaciones de América latina es un acto constitutivo de obligaciones (es el acuerdo mismo de voluntades, con independencia de su forma, el que hace nacer las obligaciones) un negocio jurídico bilateral, de ejecución continuada en el tiempo (no se circunscribe a un solo momento, como el contrato de compra-venta, por ejemplo), que nace por la propia voluntad de las partes a \'obligarse a prestar un trabajo\', de un lado, y a remunerar el trabaja, del otro. En fin, el contrato de trabajo garantiza la libertad de trabajo reconocida en las Constituciones y dota a la relación individual de trabajo de un bagaje de condiciones mínimas". Desde cuando apareció este libro hasta hoy han pasado trece años, durante los cuales se vivió una crisis económica a escala internacional que ha generado una diversidad de enfoques sobre las políticas económicas y el paradigma de desarrollo; se han perdida por lo menos veinte millones de empleos en el mundo; se han incrementado las asimetrías entre lo económico y lo social y, gracias a la tecnología, han surgido múltiples opciones de trabajo virtual que han revolucionado la forma de trabajar y que demandan una reconfiguración de las normas laborales. Por esto, es más que pertinente cuestionarse sobre el papel del contrato de trabajo en la actualidad, en particular en los países de nuestra región, para lo cual se formuló un proyecto de investigación en el que se logró un trabajo colectivo de académicos de siete países y en el que se evidencian los desafíos que deben afrontar las legislaciones nacionales para conservar el ámbito de protección que da el contrato de trabajo, se explican los contenidos básicos de la legislación laboral frente a este y se hace una síntesis comparativa entre lo que hay en cada país, a fin de llamar a la reflexión y a la búsqueda de alternativas para que el derecho laboral no quede rezagado ante la que se ha llamado la cuarta revolución industrial.

Central to the research that went into the preparation of this monograph is the relationship between economic development and equality. To determine and characterize that relationship Morris Singer focuses on the various components of equality at different stages of development. The author particularly explores the behavior of income distribution, together with its bearing on the components of aggregate demand. Mexico provided an excellent case to examine in depth because of its impressive growth and the fact that it experienced Latin America’s first successful twentieth-century revolution. Although the Revolution of 1910 hastened social equality and introduced other changes that stimulated Mexico’s economic growth, it could not prevent a serious increase in the inequality of income distribution. By the early 1960s the government found it necessary to rectify this increasing imbalance through a program of expenditures designed to counteract widespread poverty and weak aggregate demand. To ward off inflation, this program in turn could be implemented only by tax reform. In discussing the relationship between development and equality in its various dimensions, noneconomic as well as economic, this monograph points out that, at the time of this study, government policies in Mexico were dictated by an elite concerned primarily with the country’s economic advancement. Singer concludes that if programs of government expenditure and tax reform succeed in remedying the inequalities of income distribution, this could gradually make possible the development of a more genuine political as well as economic democracy. This book reflects Singer’s interest in the relationship between equality and development. It is the result of five months of intensive in-residence study in Mexico, financed in part by a grant from the Social Science Research Council.

Abstract: This paper outlines the institutional history of the international narcotic drug control regime. It details the evolution of the control system, from its foundations at the beginning of the twentieth century - a period of mass, unregulated narcotic drug use - to the current period. The paper argues that the contemporary control model is ill-positioned to address the dynamic and rapidly changing nature of the global narcotics trade. The persistence of anachronistic guiding first principles, specifically the utopian idea of prohibition, is identified as the key impediment to the adoption of a more humane and effective policy approach. But while there is growing pressure for a revision of founding ideas, this is not supported by a host of powerful actors that includes the United States.
