El presente trabajo expone los rasgos de la reforma y examina en particular aquellos aspectos sustantivos que permiten catalogarla como heterodoxa en el ámbito de América Latina. Al mismo tiempo, trata de identificar los factores que explican ese carácter distintivo de la reforma, teniendo en cuenta sobre todo dos elementos: 1) el complejo político institucional en que se inscribe, así como el perfil del gobierno, la coalición reformista y la fórmula de liderazgo que la impulsa y 2) la participación activa de un equipo de expertos y la plataforma programática que éstos ponen en obra, teniendo en cuenta el puente entre las matrices ideológicas históricas del Uruguay, los antecedentes desarrollistas de la década de 1960 y las acumulaciones realizadas en el período inmediatamente anterior a la reforma, que constituyen un foco de innovación decisivo.

Suele decirse que el analisis de politicas publicas comparadas pretende responder a dos interrogantes: por que paises similares adoptan politicas diferentes y por que paises diferentes en multiples aspectos (politicos, economicos, sociales y culturales) exigen politicas semejantes, para luego reflexionar sobre lo que explica los diferentes resultados. La investigacion que origino el material de este libro se inscribe en la segunda alternativa. Se planteo que habia sucedido con los procesos de reforma llevados a cabo en America Latina durante los anos noventa, que aplicaron supuestamente un conjunto de soluciones similares a realidades nacionales muy diferentes. El libro se compone de un capitulo de presentacion y sintesis, elaborado por los coordinadores, y de tres partes. La primera se orienta a la discusion teorica sobre las relaciones entre la politica y las politicas publicas en general y a los cambios provocados en dicha relacion por la globalizacion. La segunda parte reune trabajos sobre las reformas sociales. Algunos estudios tienen un enfoque regional, otros analizan casos nacionales o encaran programas especificos. La tercera parte se dedica a otras politicas publicas para explorar la forma en que las caracteristicas del sistema politico pudieron contribuir a la gestion y puesta en practica de nuevos programas o, alternativamente, a impedirlo. Los coordinadores, a su vez, prepararon un documento en que se sintetizan los objetivos del proyecto y se presentan los principales hallazgos de las investigaciones realizadas.

Latin America experienced an unprecedented wave of left-leaning governments between 1998 and 2010. This volume examines the causes of this leftward turn and the consequences it carries for the region in the twenty-first century.
