This book, first published in 2005, explores the location and dynamics of power within the state, focusing on a recent wave of decentralizing reforms that have swept across both developed and developing countries in recent years. Variation in the timing of reform across countries only vaguely relates to the genesis of an international consensus pushed by big lenders and development banks or the reemergence of democracy in decentralizing countries. Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

A sweeping history of Latin American republicanism in the nineteenth century By the 1820s, after three centuries under imperial rule, the former Spanish territories of Latin America had shaken off their colonial bonds and founded independent republics. In committing themselves to republicanism, they embarked on a political experiment of an unprecedented scale outside the newly formed United States. In this book, Hilda Sabato provides a sweeping history of republicanism in nineteenth-century Latin America, one that spans the entire region and places the Spanish American experience within a broader global perspective. Challenging the conventional view of Latin America as a case of failed modernization, Sabato shows how republican experiments differed across the region yet were all based on the radical notion of popular sovereignty--the idea that legitimate authority lies with the people. As in other parts of the world, the transition from colonies to independent states was complex, uncertain, and rife with conflict. Durante años, la política subnacional se mantuvo en las sombras de la indagación teórica y empírica de la Ciencia Política. Los fenómenos a estudiar pertenecían eminentemente al ámbito nacional y los factores explicativos también se correspondían con esta escala geográfica. Los procesos de descentralización, impulsados principalmente por las reformas pro-mercado, revitalizaron la política local y la conectaron de manera significativa a las dinámicas nacionales. Este libro es un intento exploratorio de relevar las relaciones de lo local con la política nacional en los sistemas de partidos multinivel de diez países latinoamericanos. A través de diversos análisis de la competencia electoral, se investiga los niveles subnacionales más importantes de los casos bajo estudio y su congruencia con la competencia nacional. Del mismo modo, se identifica a las organizaciones partidarias más relevantes, tanto tradicionales como no tradicionales, y se las vincula con las características de la competencia electoral. Del cruce de estas variables se construye una tipología de sistemas de partidos multinivel que permiten clasificar a los casos de manera dinámica dando cuenta de la competencia política a través del territorio. Los tipos resultantes agrupan casos que a primera vista son muy diferentes entre sí (federales y unitarios, grandes y pequeños, con distintos niveles de desarrollo) pero que comparten trayectorias y características relevantes en su vinculación nacional-subnacional por medio de los partidos y la competencia electoral. El libro encuentra evidencia de una relación asimétrica entre la congruencia sistémica y el predominio de partidos tradicionales, donde no hay casos que presenten patrones nacional-subnacionales congruentes y predominen partidos no tradicionales. El análisis histórico fortalece la hipótesis de que los casos de predominio de partidos no tradicionales fueron precedidos por patrones crecientes de incongruencia nacional-subnacional. Este descubrimiento amplía nuestro conocimiento de las transformaciones en los sistemas de partidos y sugiere la relevancia de incorporar dinámicas subnacionales a los estudios de política nacional.
