Susan Strange analiza en La retirada del Estado quién gobierna realmente la economía mundial. A partir de una concepción novedosa de poder y autoridad en los estudios de relaciones internacionales y del papel que el Estado juega, la autora sitúa su hipótesis en la pérdida de control de las funciones de autoridad que ha tenido la mayoría de los estados sobre muchos temas, y que comparten o bien con otros estados, o bien con otras “autoridades no estatales”. Existe pues un desplazamiento de la autoridad del Estado hacia los mercados, en donde ejercen un área privilegiada de poder las corporaciones transnacionales, las Seis grandes empresas de consultoría, las organizaciones internacionales no gubernamentales de ayuda económica, los cárteles y las mafias. Apunta tres proposiciones sobre los patrones de legitimidad que actualmente se están desarrollando en la economía política internacional a finales del siglo XX y principios del siglo XXI. La primera, la asimetría creciente entre los llamados estados soberanos con respecto a la autoridad que ejercen en la sociedad y en la economía los pequeños estados y las grandes potencias. La segunda, la debilidad de la autoridad de los estados, pequeños o grandes, como consecuencia del cambio tecnológico y financiero, así como de la integración de las economías nacionales en una única economía global. La tercera, finalmente, contempla la constatación de que algunas de las responsabilidades básicas del Estado en una economía de mercado no están siendo asumidas convenientemente por nadie. Existe un vacío en el ámbito de las relaciones internacionales que no ha sido ocupado ni por instituciones intergubernamentales, ni por un poder hegemónico que ejerza el liderazgo en áreas del interés común. El papel hegemónico de EE.UU. se pone en cuestión y entra de lleno en el debate que actualmente inquieta al mundo. Susan Strange fue Catedrática de Ciencia Política y de Estudios Internacionales en la Universidad de Warwick y entre 1995-1996 fue Presidenta de la International Studies Association. Entre sus numerosas publicaciones destacan Casino Capitalism (1986), States and Markets (1988), Rival States, Rival Firms (1991) -con John M. Stopford- y Dinero Loco (1998). Susan Strange falleció en 1998.
