Entre las décadas de los veinte y cuarenta del siglo XX, ciudadanos cubanos de diversas tendencias políticas llegaron a México al amparo de una política exterior que permitió el ingreso de quienes arribaron en calidad de perseguidos políticos huyendo, primero, de la represión del gobierno de Gerardo Machado y, posteriormente, de la difícil situación de un gobierno revolucionario compuesto por diferentes sectores que asumió al poder en 1933. La disputa por el poder político de un grupo del ejército cubano de bajo rango con el liderazgo de Fulgencio Batista obligó a salir a otros que contribuyeron al triunfo. México frente al exilio cubano analiza la compleja situación que enfrentaron los recién llegados de la isla caribeña, en un escenario en el que los organismos de seguridad del Estado mexicano ejercieron un fuerte sistema d vigilancia como mecanismo de seguridad y control político sobre ellos. Es precisamente desde esa visión, la de los órganos de seguridad de los estados mexicano y cubano principalmente, que se teje esta trama que se evidencia a través de la interpretación de los informes de agentes de ambos países. La colusión y corrupción que ejercieron estos organismos para intentar descalificar la estancia de los exiliados, fungieron también como mecanismos de negociación entre ambos países en temas de interés mutuo. Así, este texto enmarcado en el tema de los exilios del Caribe busca abonar al entendimiento de uno de los procesos, de los varios que se han presentado a lo largo de las relaciones entre México y Cuba.
