En la parte medular, el texto realiza una crítica al modelo chileno de Televisión Pública creado por la Ley N° 19.132 y recientemente modificado por la Ley N° 21.085. Así, aborda temas como la autonomía, el financiamiento, la rendición de cuentas, participación ciudadana, misión pública, regionalismo, televisión cultural, entre otros, como desafíos futuros para TVN.
