La obra busca demostrar la esencial vinculación de la TV Pública con el legítimo y debido ejercicio de la libertad de expresión, entendido tanto en su fase primaria –la de emitir opinión e información- pero principalmente su fase secundaria, positiva o colectiva, esto es, el derecho a recibir y buscar información que tienen todos los habitantes de la República. El libro examina diversas televisoras extranjeras y la doctrina internacional para efectuar una comparación con Televisión Nacional de Chile, revisando su historia normativa, su estructura y administración, el modelo de autofinanciamiento que la mantiene completamente sujeta al mercado del avisaje. En la parte medular, el texto realiza una crítica al modelo chileno de Televisión Pública creado por la Ley N° 19.132 y recientemente modificado por la Ley N° 21.085. Así, aborda temas como la autonomía, el financiamiento, la rendición de cuentas, participación ciudadana, misión pública, regionalismo, televisión cultural, entre otros, como desafíos futuros para TVN.
