Berlin gustaba de clasificar en dos grandes grupos a los pensadores. Por un lado los zorros, para los que la realidad es compleja, inasimilable, diversa; por otro los erizos, para los que ha de existir un principio organizador que posibilite una explicación coherente de la pluralidad, un orden. Ian Shapiro se define a sí mismo como «aspirante a erizo», y este libro es uno de los capítulos de su viaje intelectual en ese sentido. Tal y como el título nos adelanta, en él encontramos teoría y práctica. Y, tanto en la una como en la otra, la pluma de Shapiro va más allá de los discursos habituales y obliga al lector a revisar presupuestos y a adoptar una perspectiva distinta a la establecida. Locke se presenta aquí como defensor de la legitimidad democrática, y no (o no solo) como liberal. Madison aparece como defensor de una teoría pluralista de la democracia que Shapiro defiende como el mejor recurso a nuestro alcance contra la dominación. Pero esas y otras singularidades teóricas no se presentan aisladas, redactadas en exclusiva para la torre de marfil. Muy al contrario, se entremezclan y se traen a colación al alimón con la realidad de nuestro mundo. Y, así, la teoría de la democracia se esgrime para lidiar con el aborto y el papel de la revisión judicial, o con los procesos de paz y las transiciones a la democracia, o con el cosmopolitismo y el derecho a la injerencia, o con la eliminación del impuesto de patrimonio y los turbios procedimientos previos tendentes a encauzar la opinión pública mediante la preparación de encuestas sesgadas. Estamos ante un teórico, y uno de primera línea. Pero un teórico que, a diferencia de otros, desciende al mundo real y se las ve con él

The political history of the twentieth century can be viewed as the history of democracy’s struggle against its external enemies: fascism and communism. This struggle ended with the fall of the Berlin Wall and the collapse of the Soviet regime. Some people think that democracy now faces new enemies: Islamic fundamentalism, religious extremism and international terrorism and that this is the struggle that will define our times. Todorov disagrees: the biggest threat to democracy today is democracy itself. Its enemies are within: what the ancient Greeks called 'hubris'. Todorov argues that certain democratic values have been distorted and pushed to an extreme that serves the interests of dominant states and powerful individuals. In the name of ‘democracy’ and ‘human rights’, the United States and some European countries have embarked on a crusade to enlighten some foreign populations through the use of force. Yet this mission to ‘help’ others has led to Abu Ghraib and Guantanamo, to large-scale destruction and loss of life and to a moral crisis of growing proportions. The defence of freedom, if unlimited, can lead to the tyranny of individuals. Drawing on recent history as well as his own experience of growing up in a totalitarian regime, Todorov returns to examples borrowed from the Western canon: from a dispute between Augustine and Pelagius to the fierce debates among Enlightenment thinkers to explore the origin of these perversions of democracy. He argues compellingly that the real democratic ideal is to be found in the delicate, ever-changing balance between competing principles, popular sovereignty, freedom and progress. When one of these elements breaks free and turns into an over-riding principle, it becomes dangerous: populism, ultra-liberalism and messianism, the inner enemies of democracy.

The thesis of this original and provocative book is that representative government should be understood as a combination of democratic and undemocratic, aristocratic elements. Professor Manin challenges the conventional view that representative democracy is no more than an indirect form of government by the people, in which citizens elect representatives only because they cannot assemble and govern in person. The argument is developed by examining the historical moments when the present institutional arrangements were chosen from among the then available alternatives.
