This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. It advances a new understanding of trends and patterns and facilitates the exchange of ideas among African governments and scholars about the critical role that decentralisation may play in democratization of and constitutionalism in Africa.

Quelles sont les capacités de modernisation et de déploiement des dispositifs de gouvernement ? Quels sont les moyens localement disponibles pour concevoir des politiques publiques adaptées et les mettre en œuvre avec succès ? Tels sont les interrogations actuelles de la recherche sur les sociétés africaines. La partie la plus technique de ces politiques peut comporter des éléments importés dont la conception, ici comme ailleurs, est "" extranationale ". La légitimation, par contre, ne peut en aucun cas être produite hors de la scène locale et de sa culture. Elle a besoin d'un espace public, c'est-à-dire de forums et d'arènes où les choix sont débattus et délibérés. Les études rassemblées dans ce livre proposent un repérage et une description des lieux d'institutionnalisation. Certains de ces lieux sont anciens, leurs fonctions ont dérivé dans le temps, ils sont souvent suspectés d'inadaptation et ne bénéficient pas de l'engouement de la nouveauté. Néanmoins ce sont des ancrages possibles de nouvelles dynamiques : partis politiques à travers les programmes de démocratisation, municipalités à l'heure de la décentralisation. D'autres lieux apparaissent auréolés des insignes de l'innovation, recommandés et encouragés par les instances internationales : ce sont, parmi d'autres, les ONG actives dans le domaine de la santé ou des droits de la personne, ou encore les commissions électorales nationales. Réussites ou échecs, ces expériences ont été analysées pour ce qu'elles sont. Elles rendent compte des dynamiques en cours, des difficultés et des blocages sans les enjoliver pour en faire des démonstrations exemplaires. Elles invitent à poursuivre toujours plus activement l'étude du développement institutionnel des sociétés africaines. Cet ouvrage s'inscrit dans la série de l'Afrique politique qui est conçue et réalisée depuis 1994 par le Centre d'étude d'Afrique noire de l'Institut d'études politiques de Bordeaux. La formule " annuaire " a été progressivement remplacée par l'approche thématique. Cette évolution a conduit cette année à l'abandon du " millésime " mais l'esprit et la manière d'aborder le politique en Afrique s'inscrivent plus que jamais dans la continuité des travaux de l'équipe.
