Venezuelan Insurgency, 1960-1968: A Successful Failure examines and analyzes the Venezuelan Extreme Left and its activities from the first serious uprising against the government of Venezuelan President Rmulo Betancourt in April 1960 through the Venezuelan national elections of December 1968. As background, an examination of Venezuelan politics begins with the 1899 introduction to power by President Cipriano Castro in order to provide a framework to the development of the political environment from which the prominent insurgency and government leaders emerged. In addition, a summary examination of contemporary global insurgency and terrorism introduces the specific examination of the Venezuelan Extreme Left and the reasons why it viewed guerrilla warfare and urban terrorism as the paths necessary to achieve its goals. The work also undertakes an assessment of the Venezuelan peasantry in order to shed light on the reasons that, in general, they remained loyal to the Venezuelan government rather than support the Left. Finally, the present work presents some conclusions concerning the political impact of the insurgency movement on the Venezuelan democratic process.

Esta investigación sobre el "trienio adeco", acotada por la búsqueda de las conquistas de Ia ciudadanía alcanzadas en el período, fue tesis doctoral del autor en Ia Universidad Católica Andrés Bello. El lector tiene entre sus manos una indagación completa y esclarecedora acerca de las reformas que comenzaron el 18 de octubre de 1945 (con Ia caída del gobierno de Medina Angarita) y se detuvieron el 24 de noviembre de 1948, cuando fue depuesto el maestro Rómulo Gallegos y Venezuela regresó a Ia égida militar reaccionaria. En el período estudiado, Rómulo Betancourt y Acción Democrática se propusieron la consolidación de una democracia liberal representativa, sobre Ia base de las instituciones partidistas y apoyada en el desarrollo de cuatro líneas fundamentales: un movimiento sindical moderno; Ia democratización de la educación; Ia conversión del petróleo en el eje del desarrollo nacional y Ia sustitución de las importaciones por Ia creación de una industria vernácula. Además, en el trienio la mujer pasó a ser sujeto político por primera vez en nuestra historia, a partir de las elecciones de diputados a la Asamblea Constituyente y, luego, con la Constitución Nacional de 1947. Esta nueva investigación de Arráiz Lucca confirma el empeño del autor por desentrañar las claves de Ia historia política contemporánea desde una perspectiva politológica moderna, asentada en el concepto de ciudadanía.
