Il met en évidence les personnalités de Francis Poulenc, Olivier Messiaen et Arthur Honegger ainsi que d'Alfred Cortot, Germaine Lubin, Charles Munch et Wilhelm Kempff, en insistant sur les ambiguïtés entretenues rétroactivement par certains acteurs de la vie musicale sur leur carrière pendant les années noires. Il analyse également la manière dont quelques grandes figures du passé (Mozart, Berlioz, Wagner) sont susceptibles de s'inscrire dans un discours de propagande, largement véhiculé par les critiques et les musicologues. Explicitly or not, the historical musicology of post-Revolutionary France has focused on Paris as a proxy for the rest of the country. This distorting lens is the legacy of political and cultural struggle during the long nineteenth century, indicating a French Revolution unresolved both then and now. In light of the capital's power as the seat of a centralizing French state (which provincials found 'colonizing') and as a cosmopolitan musical crossroads of nineteenth-century Europe, the struggles inherent in creating sustainable musical cultures outside Paris, and in composing local and regionalist music, are ripe for analysis. Replacement of 'France' with Paris has encouraged normative history-writing articulated by the capital's opera and concert life. Regional practices have been ignored, disparaged or treated piecemeal. This book is a study of French musical centralization and its discontents during the period leading up to and beyond the "provincial awakening" of the Belle Époque. The book explains how different kinds of artistic decentralization and regionalism were hard won (or not) across a politically turbulent century from the 1830s to World War II. In doing so it redraws the historical map of musical power relations in mainland France. Based on work in over 70 archives, chapters on conservatoires, concert life, stage music, folk music and composition reveal how tensions of State and locality played out differently depending on the structures and funding mechanisms in place, the musical priorities of different communities, and the presence or absence of galvanizing musicians. Progressively, the book shifts from musical contexts to musical content, exploring the pressure point of folk music and its translation into "local color" for officials who perpetually feared national division. Control over composition on the one hand, and the emotional intensity of folk-based musical experience on the other, emerges as a matter of consistent official praxis. In terms of "French music" and its compositional styles, what results is a surprising new historiography of French neoclassicism, bound into and growing out of a study of diversity and its limits in daily musical life.

A l’image des cinémas, des théâtres et des lieux d’exposition, les salles de concert connaissent une forte affluence sous l’Occupation. Ce succès n’échappe pas aux autorités allemandes qui l’encouragent et font de la musique « savante » l’une de leurs priorités artistiques. Pour sa part, l’État français entreprend une réorganisation du secteur musical qui implique nécessairement les compositeurs. Certains d’entre eux, notamment Henri Rabaud, participent à la réalisation d’un projet ayant pour modèle l’organisation de la musique dans l’Allemagne nazie. Ils sont néanmoins peu nombreux à fréquenter ce pays dans lequel règne un embargo sur la musique française. Les plus conciliants ont le privilège de se voir invités à commémorer le 150e anniversaire de la mort de Mozart à Vienne. Arthur Honegger et trois membres de la section musicale du bien nommé groupe Collaboration (Alfred Bachelet, Marcel Delannoy et Florent Schmitt) sont de ce « pèlerinage encore plus nazi que mozartien », selon la formule de Lucien Rebatet. A Paris, d’autres compositeurs savent faire preuve de plus de retenue bien que la gamme des comportements soit large. Les velléités de résistance sont néanmoins faibles. Rares sont ceux qui, à l’image de Francis Poulenc, militent sur les portées de leur papier à musique. Les compositeurs français ont pour première ambition de poursuivre leur principale activité. Ils écrivent de nouvelles partitions et s’attachent à promouvoir l’ensemble de leurs œuvres. Malgré les difficultés conjoncturelles, ceux d’entre eux qui ne sont pas réduits au silence bénéficient de l’intervention de l’État, d’une forte demande, d’un climat nationaliste et de l’absence de concurrence étrangère. La tendance néoclassique de l’entre-deux-guerres trouve dans ce contexte un terrain de prédilection, sans, pour autant, réduire à néant la modernité dont Olivier Messiaen est l’incarnation. Cette étude porte un regard d’ensemble sur les différentes activités des compositeurs. Elle s’intéresse à leur implication dans la vie musicale et aux conséquences de l’Occupation sur leur activité créatrice. Composer sous Vichy, c’est aussi composer avec Vichy et avec un contexte qui résonne dans la création musicale.

Under the dictatorships of the twentieth century, music never ceased to sound. Even when they did not impose aesthetic standards, these regimes tended to favour certain kinds of art music such as occasional works for commemorations or celebrations, symphonic poems, cantatas and choral settings. In the same way, composers who were more or less ideologically close to the regime wrote pieces of music on their own initiative, which amounted to a support of the political order. This book presents ten studies focusing on music inspired and promoted by regimes such as Nazi Germany, Fascist Italy, France under Vichy, the USSR and its satellites, Franco's Spain, Salazar's Portugal, Maoist China, and Latin-American dictatorships. By discussing the musical works themselves, whether they were conceived as ways to provide "music for the people", to personally honour the dictator, or to participate in State commemorations of glorious historical events, the book examines the relationship between the composers and the State. This important volume, therefore, addresses theoretical issues long neglected by both musicologists and historians: What is the relationship between art music and propaganda? How did composers participate in musical life under the control of an authoritarian State? What was specifically political in the works produced in these contexts? How did audiences react to them? Can we speak confidently about "State music"?
