La diversite des institutions municipales est un des caracteres de cette periode. On peut dire que le XVIIe siecle, c'est le moyen-age qui finit; le XVIIIe, c'est l'ere contemporaine qui commence. Le regime des lois generales tend a se substituer au regime des chartes et des coutumes. De la tant de contradictions et de contrastes entre les coutumes anciennes et les lois nouvelles; les privileges garantissant les vieilles libertes et combattus par le pouvoir central au profit de legalite devant la loi; la lutte de l'aristocratie, qui cherche a defendre ses prerogatives, et de la democratie qui grandit. Cependant, au milieu de la variete des denominations et des coutumes, on peut discerner les principes generaux qui president aux institutions. Les villes ont des privileges et des droits particuliers que n'ont point les villages; leurs bourgeois groupes en corporations ont frequemment la faculte de s'assembler et delire leurs magistrats municipaux.
