In response to mounting debt crises and macroeconomic instability in the 1980s, many countries in the developing world adopted neoliberal policies promoting the unfettered play of market forces and deregulation of the economy and attempted large-scale structural adjustment, including the privatization of public-sector industries. How much influence did various societal groups have on this transition to a market economy, and what explains the variances in interest-group influence across countries? In this book, Agnieszka Paczyńska explores these questions by studying the role of organized labor in the transition process in four countries in different regions—the Czech Republic and Poland in eastern Europe, Egypt in the Middle East, and Mexico in Latin America. In Egypt and Poland, she shows, labor had substantial influence on the process, whereas in the Czech Republic and Mexico it did not. Her explanation highlights the complex relationship between institutional structures and the “critical junctures” provided by economic crises, revealing that the ability of groups like organized labor to wield influence on reform efforts depends to a great extent on not only their current resources (such as financial autonomy and legal prerogatives) but also the historical legacies of their past ties to the state. This new edition features an epilogue that analyzes the role of organized labor uprisings in 2011, the protests in Egypt, the overthrow of Mubarak, and the post-Mubarak regime.

This book fills an important gap in the knowledge about labor market conditions in Egypt in the aftermath of the Arab Spring uprisings, and it analyzes the results of the latest round of the Egypt Labor Market Panel Survey carried out in early 2012. The chapters cover topics that are essential to understanding the conditions leading to the Egyptian revolution of 25 January 2011, including the persistence of high youth unemployment, labor market segmentation and rigidity, growing informality, and the declining role of the state as an employer. It includes the first research on the impact of the revolution and the ensuing economic crisis on the labor market, including issues such as changes in earnings, increased insecurity of employment, declining female labor force participation, and the stagnation of micro and small enterprise growth. During World War I, the British Empire enlisted half a million young men, predominantly from the countryside of Egypt, in the Egyptian Labor Corps (ELC) and put them to work handling military logistics in Europe and the Middle East. British authorities reneged on their promise not to draw Egyptians into the war, and, as Kyle Anderson shows, the ELC was seen by many in Egypt as a form of slavery. The Egyptian Labor Corps tells the forgotten story of these young men, culminating in the essential part they came to play in the 1919 Egyptian Revolution. Combining sources from archives in four countries, Anderson explores Britain’s role in Egypt during this period and how the ELC came to be, as well as the experiences and hardships these men endured. Egyptians in Revolt investigates the political economy of the Egyptian labor and student movements. Using elements of social movement theory within a broad political economy framework, it assesses labor and student mobilizations in four eras of contemporary Egyptian history: the pre-1952 era, the Nasser era, the Sadat era and the Mubarak era. Egyptians in Revolt examines how both student and labor groups responded to the political economy pressures of the respective eras. "This dissertation looks at the relationship between state and subaltern citizen in Egypt, specifically urban lower class women who derived an income from the production of goods and services from 1919-1952. My research is based on previously unused materials from the British and Egyptian National Archives. I discuss the ideological and material foundations of the changing relationship between the state, gender, and labour, thereby offer new insight on the history of lower class women who have been side-lined in both women's and labour studies in the field of modern Egyptian history. I look at how and under what circumstances the state actively participated in organizing women's labour in three instances: the Law Governing the Employment of Women in Industry and Commerce, the regulation of prostitution, and the short lived conscription of British subjects in Egypt during WWII. While legal intervention was shaped by dominant perceptions of gender, varying definitions of femininity were deployed in different contexts, pointing to the instability and continual re-signification of what it meant to be a woman. Drawing on archival materials such as petitions, I also highlight the reaction of working women elicited by transformations in the modern nation-state. In writing petitions and engaging in other forms of action such as non-cooperation with laws and governing institutions created to manage them, lower class working women drew on the collective strength of their social networks (work based, communal, and familial) in the attempt to influence the conditions of their labour and the underlying terms of state interference. I argue that the women targeted by labour regulations in mid-twentieth century Egypt both conceded to and challenged the basis of their inclusion into the structure of the modern state. While some pushed back against integrating tendencies that they judged to be threatening to their means of making a living, others did not."--
