This dissertation uses social mapping in conjunction with ethnography to undertake a spatial analysis of the long-term effects of legal rights to redistributed land among Dalit communities in Bihar, to reframe what land means to these communities and how it has transformed their immediate social landscape and subjectivities. It does so by assessing questions undergirding the long-term impact of the Bodh Gaya land struggle--that for the first time in the history of social movements in South Asia--resulted in primarily Dalits, including women, securing joint titles along with their husbands. How has ownership of redistributed land shaped Dalit subjectivities in rural South Bihar? What do the altered material and social conditions of Dalits tell us about the claims made by land-based social movements and the State? How have acquiring productive assets for Dalits, a historically marginalized population, altered what is referred to as the ‘hidden apartheid’ in rural India? In answering these questions, attention to social space is crucial, as little attention has been paid to the ways in which rural spatial segregation within the village re-inscribes caste on a daily basis. First, the ownership of redistributed land has allowed for the emergence of a “politics of becoming” that actively opposes practices that perpetuate the social exclusion of Dalits. Through the actual control (kabza) over state owned land, previously under the control of the landed castes/elites, Dalits are effectively undermining the century old practices of kamiauti or servitude in the region and questioning old forms of caste mediated and gender relationships. Second, despite the mainstreaming of gender and land rights issues, the state bureaucracy continues to act as ‘machines for the social production of indifference’ toward the Dalit community. The ‘bureaucratic phase’ of the land struggle is characterized by prolonged inaction that has worked to not only intensify Dalit social suffering, but also has jeopardized the viability of peaceful forms of mobilization and resistance.

Dalit assertion has been a central feature of the states in the Hindi heartland since the mid-1980s, leading to the rise of political consciousness and identity-based lower-caste parties. The present study focuses on the different political response of the Congress party to identity assertion in Madhya Pradesh under the leadership of Digvijay Singh. In Uttar Pradesh and Bihar, in response to the strong wave of Dalit assertion that swept the region, parties such as the Bahujan Samaj Party (BSP) and the Rashtriya Janata Dal (RJD) used strategies of political mobilisation to consolidate Dalit/backward votes and capture state power. In Madhya Pradesh, in contrast, the Congress party and Digvijay Singh at the historic Bhopal Conference held in January 2002 adopted a new model of development that attempted to mobilise Dalits and tribals and raise their standard of living by providing them economic empowerment. This new Dalit Agenda constitutes an alternative strategy at gaining Dalit/tribal support through of state-sponsored economic upliftment as opposed to the political mobilisation strategy employed by the BSP in Uttar Pradesh. The present study puts to test the limits of the model of state-led development, of the use of political power by an enlightened political elite to introduce change from above to address the weaker sections of society. The working of the state is thus analysed in the context of the society in which it is embedded and the former’s ability to insulate itself from powerful vested interests. In interrogating this state-led redistributive paradigm, the study has generated empirical data based on extensive fieldwork and brought to the fore both the potentials and the limitations of using the model of ‘development from above’ in a democracy. It suggests that the absence of an upsurge from below limits the ability of an enlightened political elite that mans the developmental state to introduce social change and help the weaker sections of society.

India's over 200 million Dalits, once called "untouchables," have been mobilized by social movements and political parties, but the outcomes of this mobilization are puzzling. Dalits' ethnic parties have performed poorly in elections in states where movements demanding social equality have been strong while they have succeeded in states where such movements have been entirely absent or weak. In Mobilizing the Marginalized, Amit Ahuja demonstrates that the collective action of marginalized groups--those that are historically stigmatized and disproportionately poor ED is distinct. Drawing on extensive original research conducted across four of India's largest states, he shows, for the marginalized, social mobilization undermines the bloc voting their ethnic parties' rely on for electoral triumph and increases multi-ethnic political parties' competition for marginalized votes. He presents evidence showing that a marginalized group gains more from participating in a social movement and dividing support among parties than from voting as a bloc for an ethnic party.
