This book raises serious doubts about much of the accepted wisdom regarding the relative bargaining powers of landlords and tenants. Using unpublished data from the 1850s onwards, it shows how tenancy has helped in a slow but smooth transfer of land from absentee landlords to tenants and other cultivators, often gving them an upper hand.

This is the ninth volume in a major series which studies the status of land reforms throughout the country. Critically examining the implementation of land reforms legislations in Tamil Nadu, the contributors address all the major issues including land and caste, temple lands, common property resources and absentee landlordism. They show that, due to laxity in implementing legislation, resourceful landowners successfully hold on to their surplus lands using various devious methods. By presenting detailed case studies, various essays explain the reasons why the provisions have not been efficacious and also suggest ways to overcome the problems.

In agrarian societies land is the most important means of wealth and source of power and prestige. Rights in land are often hereditary with power and prestige. Therefore, changes in the tenurial system and the pattern of ownership will have far reaching effects on the social order. The Indian peasantry appeared as a formidable force against foreign domination after the imposition of British authority. Investigates the impact of British rule in the agrarian relations of Malabar district, in the Madras presidency which came under the direct rule of the British in 1792 and the consequent complexities in landlord tenant relations. The various tenancy legislations and later land reforms in the State of Kerala are also studied. The relations of the Peasant movement with the nationalist movement and the role of the Malabar peasantry in the anti-imperialist, anti-landlord struggles are discussed at length.

Although many people argue that tenurial systems in South Asia hinder technological innovation in agriculture and prevent the benefits of such innovation from reaching the tenant, the author of this paper rejects such thinking. In this paper taken from his research on the institutional structures and relationships that shape South Asia's rural economy, the author examines tenancy in South Asia and challenges the claims that landholding systems and structures are the prime source of the subcontinent's agricultural woes. He contends that the adoption of Green Revolution technologies has increased the demand for labor and boosted real agricultural wages. The ensuing agricultural growth has broken down many institutional, social, and cultural barriers previously facing the poor. This growth, when combined with measures to increase small farm productivity and wage employment, alleviates rural poverty. The author sees radical reforms as quick and disruptive solutions to the problems of the rural poor. The real priorities for policymakers are measures to speed agricultural growth and to provide the physical and institutional infrastructure needed to sustain it.
