This unique critical sociolinguistic ethnography explores alternative migrant-regulated institutions of resistance and subversive communication technology: the locutorios or ethnic call shops. These migrant-owned businesses act as a window into their multimodal and hybrid linguistic and communicative practices, and into their own linguistic hierarchies and non-mainstream sociolinguistic orders. Here, socially displaced but technologically empowered transnational migrant populations actively find subversive ways to access information and communication technologies. As such they mobilise their own resources to successfully inhabit Catalonia, at the margins of powerful institutions. The book also focuses on the (internal) social organisation dynamics, as well as on the simultaneous fight against, and re-production of, practices and processes of social difference and social inequality among migrants themselves.

The impact of globalisation is increasingly evident through both mass migration and the social, political, and economic changes that have produced new and growing social divides. The increased mobility and the opening of national borders that have arisen as part of these changes has also meant a rise in the diversification of migration (superdiversity) in all its forms. The multi-sited flows of people have also led to the flow of knowledge, culture, and languages. English – as a global language – has taken on a prominent role in the neoliberal discourses of commodification, value and distinction, and the role of language in the reproduction of social inequalities. This edited volume explores a range of issues related to the role of language. In particular, it addresses competency in English and multilingualism, both of which facilitate success for skilled migrants in the workplace and enable them to contribute to development efforts in their home communities. In more general terms, the book looks at the communicative competencies and language resources which skilled migrants require in order to engage productively in professional and development endeavours. Winner of the Ramon Llull International Prize Winner of the 2017 Society for Linguistic Anthropology Edward Sapir Book Prize A vibrant and surprisingly powerful civic and political movement for an independent Catalonia has brought renewed urgency to questions about what it means, personally and politically, to speak or not to speak Catalan and to claim Catalan identity. In this book, Kathryn Woolard develops a framework for analyzing ideologies of linguistic authority and uses it to illuminate the politics of language in Spain and Catalonia, where Catalan jostles with Castilian for legitimacy. Longitudinal research across decades of political autonomy contextualizes this ethnographic study of the social meaning of Catalan in the 21st century. Part I lays out the ideologies of linguistic authenticity, anonymity, and naturalism that typically underpin linguistic authority in the modern western world, and gives an overview of a shift in the ideological grounding of linguistic authority in contemporary Catalonia. Part II examines discourses in the media surrounding three public linguistic controversies: an immigrant president's linguistic competence, a municipal festival, and an international book fair. Part III explores individuals' linguistic practices and views, drawing on classroom ethnographies and interviews with two generations of young people from the same high school. The book argues that there is an ongoing shift at both public and personal levels away from the ethnolinguistic authenticity that powered relations in the early transition to political autonomy, and toward new discourses of anonymity, rooted cosmopolitanism, and authenticity understood as a project rather than a matter of origins and essence. This shift is reflected in the current sovereignty movement.

In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book's empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol.
