This article addresses the question of the effectiveness and the fairness of the language policy of the European Union, by carrying out a comparative analysis of four alternative language regimes. A monolingual language policy based on English only, a trilingual language regime founded on English, French and German, and finally an oligarchic language policy including six official languages are compared to the status quo, that is, a multilingual language regime based on the formal equality among the official languages of the EU Member States. Using statistical analysis and data provided by Eurostat, this article shows that multilingualism is (and will be for the foreseeable future) by far the most effective language policy for the external communication of the EU. Further, results reveal that a drastic reduction in the number of official and working languages of the EU would have regressive effects among EU citizens, as it would be significantly detrimental to Europeans with a low level of education and income, and to the elderly. The empirical evidence provided in this article supports the claim that a multilingual language policy can contribute to the social cohesion in the EU.

After the accession of ten new member-states in 2004, the number of official EU languages increased from eleven to twenty. This book argues that Brexit will wholly re-shape the legal framework and public policy norms relating to linguistic diversity that have dominated public life in the UK and the EU since the Treaty on European Union in 1993. First, Brexit de-anchors the linguistic actors engaged with sub-state nationalisms in the UK (in Northern Ireland, Wales and Scotland) from the ethno-linguistic imaginary of the so-called ‘Europe of the regions’. This strengthens the case both for the de jure recognition of English as the official language of the UK and for embedding autochthonous minority language rights and freedoms in a transformed UK constitution. Multilingualism is a crucial if often unrecognized marker of new European identities. In this collection of essays, we observe how a plurilinguist and pluricultural political entity practices and theorizes multilingualism. We ask which types of multilingualism are defined, encouraged or discouraged at the level of official policies, but also at the level of communities. We look at speakers of hegemonic or minority languages, at travellers and long-term migrants or their children, and analyse how their conversations are represented in official documents, visual art, cinema, literature and popular culture. The volume is divided into two parts that focus respectively on “Multilingual Europe” and “Multilingual Europeans.” The first series of chapters explore the extent to which multilingualism is treated as both a challenge and an asset by the European Union, examine which factors contribute to the proliferation of languages: globalisation, the enlargement of the European Union and EU language policies. The second part of the volume concentrates on the ways in which cultural productions represent the linguistic practices of Europeans in a way that emphasizes the impossibility to separate language from culture, nationality, but also class, ethnicity or gender. The chapters suggest that each form of plurilingualism needs to be carefully analysed rather than celebrated or condemned.
