En España ha casi cuatro millones de personas con discapacidad, un 9% de la población total. En uno de cada cinco hogares, es decir en casi 3,3 millones, hay una persona con discapacidad. Se trata de una minoría,sí, pero muy cualificada con la que tienen una relación directa una cuarta parte de los habitantes del país. Pero más allá de los frios datos estadísticos, ¿cuáles son las condiciones de vida y de ciudadanía de este grupo social? La verdad es que después de más de treinta años de vida democrática, la situación no es demasiado halagüeña, a pesar de los innegables avances que se han producido. Las personas con discapacidad siguen sometidas estructuralmente a condiciones de exclusión generalizada y a intensas discriminaciones, que las apartan del curso ordinario de la vida comunitaria. Laas personas con discapacidad -y sus familias, pues esta circunstancia transciende al individuo, afectando al entorno más cercano e inmediato- siguen adoleciendo de dificultades severas para el acceso a bienes, servicios y derechos básicos, que se consideran habituales y corrientes para la población sin discapacidad. Todo esto determina menores cuotas de participación social y comunitaria, todo esto presupone un déficit de ciudadanía que hay que reparar. Un potencial de talento, de creatividad, de esfuerzo y de aportaciones a la vida en comunidad está retenido por las restricciones que la sociedad somete a la participación plena de las personas con discapacidad. Está justificada pues la previvencia y la intensificación de políticas activas de inclusión en todas las dimensiones de la acción pública: nacional, regional y local, y siempre de la mano de la ciudadanía con discapacidad organizada, que en España constituye el genuino motor de las políticas de descapacidad con su actividad de conciencia, propuesta, exigencia, gestión y cooperación con los poderes públicos. Esta obra, que reúne los últimos artículos de Luis Cayo Pérez Bueno, aborda con visión crítica y al tiempo propositiva los aspectos de mayor relevancia de la discapacidad considerada desde un punto de vista político y normativo.

The modern prison is commonly thought to be the fruit of an Enlightenment penology that stressed man's ability to reform his soul. The Medieval Prison challenges this view by tracing the institution's emergence to a much earlier period beginning in the late thirteenth century, and in doing so provides a unique view of medieval prison life. G. Geltner carefully reconstructs life inside the walls of prisons in medieval Venice, Florence, Bologna, and elsewhere in Europe. He argues that many enduring features of the modern prison--including administration, finance, and the classification of inmates--were already developed by the end of the fourteenth century, and that incarceration as a formal punishment was far more widespread in this period than is often realized. Geltner likewise shows that inmates in medieval prisons, unlike their modern counterparts, enjoyed frequent contact with society at large. The prison typically stood in the heart of the medieval city, and inmates were not locked away but, rather, subjected to a more coercive version of ordinary life. Geltner explores every facet of this remarkable prison experience--from the terror of an inmate's arrest to the moment of his release, escape, or death--and the ways it was viewed by contemporary observers. The Medieval Prison rewrites penal history and reveals that medieval society did not have a "persecuting mentality" but in fact was more nuanced in defining and dealing with its marginal elements than is commonly recognized.
