A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. El propósito de este ensayo es rastrear la evolución de la idea de la gran propiedad como raíz profunda de muchos de los más graves males de México. Una tesis de la que se encuentran claros atisbos en la literatura de viajeros del siglo xviii, a la que abonó la amplia difusión que tuvieron en el país textos de Jovellanos y otros publicistas españoles. El clima intelectual que se creó en los años posteriores a la consumación de la Independencia nacional propició el florecimiento del radicalismo agrario, del que son una expresión clara medidas legales de alcance regional y diversos opúsculos de José María Luis Mora, Luis de la Rosa, Jesús Terán y otros autores. Conforme avanzó el siglo xix adquirió carta de ciudadanía la tesis sobre el carácter pernicioso del sistema de tenencia de la tierra basado en los latifundios, entre otras cosas porque limitaba el acceso a la propiedad, condenaba a la miseria a los campesinos e impedía los avances de la agricultura. En pocas palabras, porque tenía hundido al país en el atraso. La promulgación en el pequeño estado de Aguascalientes de una radical Ley Agraria (1861), que imponía por la vía fiscal el desmembramiento de los latifundios, ilustra las vías a través de las cuales estas tesis acabaron convertidas en un axioma fundamental del ideario liberal mexicano.

Although Mexico began its national life in the 1821 as one of the most liberal democracies in the world, it ended the century with an authoritarian regime. Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century. In mid-nineteenth-century Mexico, garrisons, town councils, state legislatures, and an array of political actors, groups, and communities began aggressively petitioning the government at both local and national levels to address their grievances. Often viewed as a revolt or a coup d’état, these pronunciamientos were actually a complex form of insurrectionary action that relied first on the proclamation and circulation of a plan that listed the petitioners’ demands and then on endorsement by copycat pronunciamientos that forced the authorities, be they national or regional, to the negotiating table. In Independent Mexico, Will Fowler provides a comprehensive overview of the pronunciamiento practice following the Plan of Iguala. This fourth and final installment in, and culmination of, a larger exploration of the pronunciamiento highlights the extent to which this model of political contestation evolved. The result of more than three decades of pronunciamiento politics was the bloody Civil War of the Reforma (1858–60) and the ensuing French Intervention (1862–67). Given the frequency and importance of the pronunciamiento, this book is also a concise political history of independent Mexico.
