En 1952, el régimen del general Franco (por aquél entonces amigo de los árabes y enemigo de Israel y del sionismo) firmó un tratado de amistad con Siria, precedido por el no reconocimiento del Estado de Israel en 1947 y el mantenimiento de relaciones con Líbano, Jordania, Arabia Saudí, Egipto, Yemen y los países del Norte de África. [...] Ya en democracia, tanto Siria como Jordania, respectivamente, se convirtieron en interlocutores destacados de España en la zona, en busca de una estabilidad relativa frente a la creciente tensión entre Israel e Irán, y con la pugna Irán- Irak aún abierta y sangrando en aquél entonces. [...] Ya en el nuevo milenio, la Guerra de Irak fue un serio traspiés en las relaciones mutuas, mientras que la gestión y los contactos de Miguel Ángel Moratinos, primero en su labor sobre el terreno y luego como ministro de Asuntos Exteriores abrieron una etapa de claroscuros en la cual la necesaria amistad hispano-siria y el apoyo al régimen de Bashar el-Asad se entremezclaron en ocasiones. [...] En este sentido, el apoyo de España a la candidatura palestina para figurar como Estado observador no miembro de la ONU en noviembre pasado y la reciente reiteración del mantenimiento de tropas españolas en el Líbano tampoco son una casualidad. [...] En este capítulo será necesaria una mención separada al conjunto del mediterráneo sur como prisma a través del cual enfocar las relaciones con el Magreb y con Oriente Medio, tanto en la futura y esperada Estrategia de Acción Exterior que acompañe a la publicación de la Ley de Acción y Servicio Exterior (LAESE) como en los Planes Anuales de Acción Exterior que vaya lanzando el Alto Comisionado para.

Abstract: En las últimas décadas ha tenido lugar una reconfiguración de los conflictos armados en el mundo caracterizados principalmente por el predominio de los conflictos armados internos (CAI), la participación de actores no estatales y una novedosa capacidad de generar importantes efectos transnacionales. En este marco, las relaciones internacionales (RRII) -más allá de haberse centrado tradicionalmente en los conflictos armados entre Estados- han tenido que incorporar a los CAI como un referente indispensable. Si bien esta incorporación ha puesto en evidencia las limitaciones de la disciplina, también ha dado lugar al surgimiento de una amplia agenda de investigación que la ha enriquecido. El actual conflicto en Siria es el caso seleccionado para ilustrar la relevancia del estudio de los CAI en las RRII. This prize-winning study of Levantine migration to Mexico brings “a new and revelatory light” to the subject (Christina Civantos, author of Between Argentines and Arabs). In the late nineteenth and early twentieth centuries, migration from the Middle East brought hundreds of thousands of people to the Americas. After a pause during World War I, this intense mobility resumed in the 1920s and continued through the 1940s under the French Mandate. A significant number of these migrants settled in Mexico, building transnational lives. The Mexican Mahjar provides the first global history of Middle Eastern migrations to Mexico. Making unprecedented use of French colonial archives and historical ethnography, Camila Pastor examines how French control over Syria and Lebanon affected the migrants. This study explores issues of class, race, and gender through the decades of increased immigration to Mexico, looking at narratives created by the migrants themselves. Pastor sheds new light on the creation of transnational networks at the intersection of Arab, French, and Mexican colonial modernisms. Revealing how migrants experienced mobility as conquest, diaspora, exile, or pilgrimage, The Mexican Mahjar tracks global history on an intimate scale.
