The impact of the COVID-19 pandemic on the global economy, just as with the Great Recession a decade earlier, has served to reinforce the fact that the world is hierarchically organized and the distribution of power between countries is distinctly asymmetric. Gathering multiple viewpoints of Latin American researchers, this book explores the impacts of the pandemic, including unequal access to vaccines and recovery finance, on economies in the region. The book is organised in three substantial sections: the first brings together conceptual work which rethinks the fundamental categories for critical thinking on the challenges for Latin American development in a post-pandemic scenario. In the second part, the chapters focus on studying the Latin American financial reconfiguration that is being driven by the pandemic, particularly through a comparison of the experience of countries of the world economy’s core and periphery. Finally, the third part evaluates the concrete experiences of different Latin American countries in this very specific historical moment, emphatically analyzing the economic policy responses that the governments are adopting to deal with the current sanitary emergency and its economic and social effects. While the pandemic lasts, Latin America and the Caribbean (LAC) will go through a tunnel full of uncertainty. It is not known especially how long it is: how long until therapies or a vaccine emerge, or until best practices are known to control the pandemic to live with a virus of unknown lethality. This note describes policy options on how countries can expand their possibilities to meet the economic challenges of the crisis, with an emphasis on growth and equity. The coronavirus disease (COVID-19) pandemic has had a profound and multidimensional impact on the population. Latin America and the Caribbean, characterized by high levels of inequality, labour informality and vulnerability, is one of the regions hardest hit by the health, economic and social impacts of the pandemic. This document analyses the effects of the pandemic on population dynamics and on the sociodemographic processes outlined in the Montevideo Consensus on Population and Development, such as ageing, gender equality and women's autonomy, the exercise of sexual and reproductive rights, territorial inequalities and mobility. It also assesses how the pandemic has affected the different population groups identified as targets of the priority measures of the Consensus owing to the exclusion, discrimination and vulnerability they have historically experienced, and the fulfilment of the rights of which they are holders. This document was prepared pursuant to the request of the Presiding Officers of the Regional Conference on Population and Development of Latin America and the Caribbean, with a view to systematizing and analysing the sociodemographic impacts of the pandemic in the region, and includes policy recommendations for a sustainable recovery with equality in the framework of the Montevideo Consensus on Population and Development.

A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: •Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; •Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and •Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.

This Special Report is the third in a series on the evolution and impacts of the COVID-19 pandemic in Latin America and the Caribbean.The coronavirus disease (COVID-19) pandemic has severe health effects and serious implications for economic growth and social development. It has arrived in Latin America and the Caribbean in a context of low growth --as analysed in the previous special reports on the subject-- and, above all, of marked inequality and vulnerability, with growing poverty and extreme poverty, weakening of social cohesion and expressions of social discontent. Quarantines and physical distancing measures, which are needed to stop the rapid spread of the coronavirus and save lives, are leading to job losses (11.6 million more unemployed in 2020, compared to 2019) and reducing personal and household labour income. The loss of income is primarily affecting the broad strata of the population that are living in or vulnerable to poverty, and people working in activities that are more exposed to layoffs and pay cuts and, in general, those in precarious employment. In view of the major persistent gaps that the pandemic has widened, ECLAC reiterates that it is time to implement universal, redistributive and solidarity-based policies with a rights-based approach, to ensure that no one is left behind.
