In Canada, Latin America, and the New Internationalism Brian Stevenson argues that Canada's foreign policy toward Latin America has been profoundly affected by these three factors and has evolved in response to both changing domestic demands and shifting international circumstances. By analysing a pivotal period in Canada-Latin American relations, he shows us how successive Canadian governments made important initiatives toward closer relationships with Latin America and were also pressured by non-governmental organizations to play a bigger role in the region. Canada's increased role can be seen in official foreign policy commitments, such as the decision to join the Organization of American States, and in policy decisions on political refugees. He explains that while the United States has played a key role in sometimes constraining Canadian foreign policy in the region, it is important to realize that Canadian foreign policy has been steadied by a long-standing tradition of internationalism. Canada, Latin America, and the New Internationalism demonstrates that the tradition of internationalism in Canadian foreign policy as viewed from the perspective of foreign policy analysis provides the framework within which to understand and accommodate changes in its policy toward Latin America. The period which the book explores is critical in order to understand the contemporary nature and future direction of Canada-Latin America relations.

Post-war Canadian foreign policy has been characterized by two enduring themes - an ongoing commitment to multilateralism on the one hand, and a substantial commitment to continentalism on the other. In the early 1970s the post-war structures for international politics and economics entered a period that led to a dramatic transformation based on the relative decline of the United States (punctuated by the end of the cold war), the rise of economic interdependence and the new internationalism, and the emergence of citizen-centered foreign policy. These three factors have had a substantial impact on both Canada's role in the world and its relationships with its main political and economic partners.

Soviet Internationalism after Stalin challenges this view by telling the story of Soviet and Latin American intellectuals, students, political figures and artists, and their encounters with the 'other' from the 1950s through the 1980s. In this first multi-archival study of Soviet relations with Latin America, Tobias Rupprecht reveals that, for people in the Second and Third Worlds, the Cold War meant not only confrontation with an ideological enemy, but also increased interconnectedness with distant world regions. He shows that the Soviet Union looked quite different from a southern rather than a western point of view and also charts the impact of the new internationalism on the Soviet Union itself in terms of popular perceptions of the USSR's place in the world and its political, scientific, intellectual and cultural reintegration into the global community.

This thesis, an entangled history of the Soviet Union and Latin America from the 1950s through the 1970s, explores Soviet internationalism as it re-emerged after the self-inflicted isolation of the USSR during late Stalinism. Referring to an idealised notion of pre-Stalin socialism, Soviet politicians and intellectuals, after 1953, revived internationalism as a guiding principle in relation to internal as well as external audiences. De-Stalinization at home happened against the backdrop of the Cold War, which had shifted its focus from Europe to the emerging Third World. Latin America, unlike South-East Asia or Africa with a distinct history of relations with the Soviets from early on, became again a target of Soviet advances. No longer, however, did the Soviets propagate the violent overthrow of governments; they now sought to win over anti-imperialist politicians in office, intellectuals of different political leanings and future elites as friends of the Soviet state. The first chapter analyses a range of activities that were meant to present the Soviet Union to Latin Americans as a technologically and culturally advanced modern state. The chapters three and four examine the surprising successes and some shortcomings of these endeavours with Latin American intellectuals and students respectively. Before that, however, the second chapter looks at the impact that the new internationalist activities had on the Soviet Union itself. It will be argued that the cautious re-opening of the country to the world did not, as is sometimes suggested, immediately undermine Soviet values and spread Western ideas of liberalism and consumerism instead. Contacts with countries of the Global South, which were often less developed than the Soviet Union, and that were in many cases victims of imperialist policies, initially proved to many Soviet politicians and intellectuals the ostensible superiority of their own system, while the majority of the Soviet population enjoyed internationalism through the consumption of a politicised exoticist popular culture. Stalin's successors announced a return to socialist internationalism, and a number of its most active promoters are presented in the last chapter. But at the same time, the end of isolation also meant a reintegration of the Soviet Union, at political, scientific, intellectual and cultural levels, into a global community under the conditions of the Cold War. I refer to this specific conglomeration of revolutionary and integrative ideals as 'Soviet internationalism after Stalin'.

This volume offers a new perspective on the political history of the socialist, communist and alternative political Lefts, focusing on the role of networks and transnational connections. Embedding the history of left-wing internationalism into a new political history approach, it accounts for global and transnational turns in the study of left-wing politics. The essays in this collection study a range of examples of international engagement and transnational cooperation in which left-wing actors were involved, and explore how these interactions shaped the globalization of politics throughout the 20th century. In taking a multi-archival and methodological approach, this book challenges two conventional views - that the left gradually abandoned its original international to focus exclusively on the national framework, and that internationalism survived merely as a rhetorical device. Instead, this collection highlights how different currents of the Left developed their own versions of internationalism in order to adapt to the transformation of politics in the interdependent 20th-century world. Demonstrating the importance of political convergence, alliance-formation, network construction and knowledge circulation within and between the socialist and communist movements, it shows that the influence of internationalism is central to understanding the foreign policy of various left-wing parties and movements.
